    Description

    Please review the following description of work for Land Surveying Services. Project: Village of Delevan V. Delevan Sewer Project CWSRF Project No. C9-6670-03-00 General Project Description: The Cattaraugus County Health Department has documented many failing septic systems in the Village of Delevan due to soils conditions and density of development. In order to provide the residents of Delevan reliable wastewater removal, the Village has elected to construct a sanitary sewer system within the Village limits (centered along NYS Rt. 16). The proposed project consists of the construction of a low pressure grinder pump sewage collection system to serve properties within the Village. The project is proposed to install approximately 360 grinder pump stations with HDPE service laterals to the low pressure sewer main, approximately 31,000 linear feet of HDPE low pressure sewer main with diameters ranging from 1.25 inches to 6 inches, an intermediate pump station, air/vac valve stations, valves, cleanout/flushing stations, line markers, tracer wires and locating stations. The proposed collection system will convey wastewater to a centralized intermediate pump station within the Village that will pump the wastewater into the existing Lime Lake Sewer District (LLSD) forcemain through a single interconnection. The wastewater will then be conveyed along NYS Rt. 16 by the LLSD forcemain to the Village of Arcade, NY municipal wastewater treatment plant on Hurdville Road. The Village of Delevan has received funding for the project from Environmental Facilities Corporation (EFC) through the New York State Water Grants Program and New York State Clean Water State Revolving Fund (CWSRF). General Scope of Work: This is a description of the scope of work for topographic survey to be performed in the Village of Delevan, NY. This survey work is to be done for the purpose of base mapping and design of a sanitary sewer collection system, generally within the Village limits. The proposed sanitary sewer system will include the installation of HDPE low pressure sewer mains along NYS Rt. 16 (S. Main St. and N. Main St.), South St., Delevan Ave., Owens Ave., Stevens Dr., 1st Ave., Church St., Prospect St., Regan St., Mill St., Cobb Ave., School St., Olmstead Ave., Grove St., Smith Ave., George St., Stranburg Ave., Dorita Dr., Palmer Ave., and the Rolling Acres Mobile Home park. The attached exhibit shows the approximate boundaries of the project and the names and locations of streets. All survey work shall be set to State Plane Coordinate System and be put in a .dwg (AutoCAD) format for use by the engineer. Prevailing wage rates as defined by the New York State Labor Department will be paid to the field crew while on site providing survey services. Deliverables will be .CSV of the point file, .DWG of the basemap drawing, and .XML of the surface files (if applicable). Detailed Scope of Work: I. Establishing Horizontal and Vertical Control for Project Area This work is to include establishing horizontal control data referenced to New York State Plane Coordinate System, NAD 83, Western Zone, U.S. Survey Feet, and vertical control data referenced to NAVD 88. 1. Horizontal and Vertical control benchmarks will be established at approximately 2,500-foot intervals throughout the project area. 2. Prepare a benchmark table with clear descriptions and reference tie measurements for future recovery. II. Topographic Survey of Project Area This work is to include all topo along each of the roads in the project area. These roads/sections to be surveyed include the back of the lots that front the following roads: NYS Rt. 16 from Elton Creek to Church St. (east and west side), NYS Rt. 16 from Church St. to Grove St. (east and west side), NYS Rt. 16 between School St. and Palmer Ave. (west side of road). Additionally, a corridor from NYS Rt. 16 to the end of Prospect St. and Rolling Acres Mobile Home park. The sections total approximately 39,270 linear feet. See included Map Exhibit and the following table of approximate lengths. These lengths are approximate and are to only be used for estimating purposes. Street/Section Approximate Length (Ft.) Topographic features to be located shall generally consist of the following: 1. Fog line (white stripe), edge of pavement, face of curb, edge of shoulder, driveways (noting the type), driveway culverts (noting the size and type), sidewalk, curb ramps. Curbing should be noted on the drawing, however, only the face of curb needs to be picked up in the field. 2. All signs, street poles, electric poles, telephone poles, guardrail, fences (type), trees (type and size), shrubs, mailboxes, paper boxes. Pole ID numbers must be included. 3. All electrical pull boxes or electrical service boxes and pad mount transformers. 4. The fronts of each home and all buildings within the described survey shall be picked up on the survey. Gas markers, gas valves and other visible gas infrastructure will also be picked up. Where possible, all property line pins and visible pipes depicting evidence of boundary lines and rights-of-way shall also be included. 5. All retaining walls, headwalls, landscaped areas, etc. 6. Visible underground utility and overhead transmission lines must be located. Existing Utilities The surveyor will not be responsible for contacting Underground Facilities Protective Organization (UFPO), but should coordinate with our office so that any utilities in the project area that have been flagged as a result of the UFPO design ticket submission can be picked up by the surveyor. This information shall be used by the surveyor to produce linework depicting the location of the various utilities within the CAD deliverable. In addition to the topographic features described above, the following features shall be included: Existing Water System The Village of Delevan will locate the existing water infrastructure in the proposed areas within the service area. The surveyor will need to pick up any waterlines marked out as a result of the field design ticket submitted for the project. All existing above-grade water infrastructure shall also be picked up. Mainline Water Valve boxes and service valve boxes shall be included with a measured depth from the existing ground surface to the top of the operating nut on the valve. Meter Pits, hydrants, and other visible water related infrastructure (valve chambers, air release chamber, etc.) within the survey limits shall also be included. Existing Storm Sewer All existing storm sewer manholes, DIs, and outlets shall be picked up within the survey area. The elevations for all inverts, rims, grates, etc. shall be recorded and included. All culvert pipe inverts and sizes within the survey area shall also be included in the survey and shall include size, invert, direction, and type of pipe. The limits of all ditches within the survey area shall also be included with top of ditch, bottom of ditch, etc. All culverts and stream crossings going under the road shall be detailed as well. Cross sections of the stream shall be taken at the face of the culvert/bridge, 25 feet out from the face, and 50 feet out from the face. The type and size of culvert shall be noted and included as well as topo of the stream banks and centerline invert of stream within 25 feet of the right of way of the road on each side. The stream bed elevation and edge of water shall also be included. Photographs of culverts crossing the road will be taken as well. III. Base mapping and Surface Creation Included under this task is all processing of the raw survey data to include importing into CAD, at scale, on coordinates. Processing shall include generation of contours, digital surface, connecting utility points, etc. Surface file should be provided in .xml file. IV. Separate Mobilization Please provide a lump sum per day for additional mobilizations to include mobilization back out to the site to pick up additional data as needed. This data may include picking up wetland delineation flags as described below or other additional data needed for design. Wetland Delineation Flagging Wetland Delineation will be conducted by a specialist (hired under a separate contract) and should take about one (1) day. The specialist will flag areas delineated as wetlands. The delineation flagging of Regulated State and Federal Wetlands shall be included in the Survey. Wetland Delineation is being done along the entire route of the proposed force main. The exact location and area of the delineation is undetermined at this time and the delineation will likely occur after the strip topo has been completed. The survey work for wetland delineation shall be a separate line item on the submitted proposal and may not be awarded as part of the survey scope. V. Right of Way Determination (alternate) Please provide a lump sum to include right of way determination for the public roads within the project area. Right of Way information will be included in the base map, or provided in a separate CAD drawing that can be imported or referenced into the working base map. Public Street R.O.W. limits to be calculated and mapped. VI. Deduct – Contours and Surface by Lidar (alternate) Lidar data has recently become available for the project area. Please provide a lump sum deduction in the event it is decided to use Lidar data for contours and surface generation within the project area. If this deduct is “awarded”, surveyor will not have to generate contours or a digital surface. Additionally, any ground shots needed solely for contour generation can be eliminated from the field work. Ditch lines would still need to be picked up.
