VALVE INSERTION EQUIPMENT SYSTEM
The City of Roswell is soliciting sealed bids for the purchase and delivery of a complete valve insertion equipment system for municipal water utility operations.
The City of Roswell utilizes an electronic procurement system powered by OpenGov. All solicitations are released electronically through OpenGov, and responses must be submitted electronically through this platform. Through OpenGov, prospective bidders will receive all information regarding this solicitation, including addenda and changes to the project requirements. OpenGov is a free service for all respondents.
Prior to submitting a bid, respondents must create a free OpenGov account. Register your company and access the solicitation at the City’s eProcurement Portal:

Only electronically submitted bids will be accepted. The system will not accept bids submitted after the due date and time.
The City of Roswell requests bids until 2:00 p.m. on Wednesday, May 27, 2026, submitted through the OpenGov e-Procurement Portal for the above Bid.
Bids will be publicly opened and read aloud at City Hall, Large Conference Room, 425 N. Richardson Ave., Roswell, New Mexico 88201.
A pre-bid meeting will not be held; all questions must be submitted electronically through the OpenGov portal by 5:00 p.m. Wednesday, May 20, 2026.

By submitting a bid, the Bidder acknowledges that they have read, understand, and agree to all Terms and Conditions contained in this Invitation to Bid (ITB) issued by the City of Roswell, in accordance with the New Mexico Procurement Code (NMSA 1978, Sections 13-1-28 through 13-1-199).
Bidders shall upload one complete bid submittal package in PDF format to support the total bid price entered in OpenGov. The package shall include a detailed bid breakdown identifying all equipment, tools, accessories, support equipment, hydraulic/power equipment, components, equipment training, documentation, warranty, freight, delivery, and any required start-up or operational support included in the total bid price. The package shall also include manufacturer product literature, technical specifications, pressure rating documentation, potable water compliance documentation, and warranty information.
To qualify for any applicable New Mexico Preference—including Resident Business, Resident Veteran Business, Native American Resident Business, or Native American Resident Veteran Business—the Bidder must upload a valid certification issued by the New Mexico Taxation and Revenue Department with the bid submission. Only bids that include the appropriate certification will be eligible for the applicable preference in accordance with NMSA 1978, Section 13-1-21.
