    The Commission on the Virginia Alcohol Safety Action Program (VASAP) seeks proposals from qualified organizations or research entities to support a comprehensive study on the sustainability of the current structure and funding model for the Virginia Alcohol Safety Action Program and its network of local Alcohol Safety Action Programs (ASAPs). The selected contractor will assist the Commission in convening and supporting a work group composed of Commission staff and key external stakeholders and will provide research, analysis, facilitation, and report preparation. The work group must include representatives of local ASAPs; staff of the House Committee on Appropriations and the Senate Committee on Finance and Appropriations; representatives of the Virginia Association of Counties and the Virginia Municipal League; and other relevant stakeholders as identified by the Commission.The contractor will conduct a comprehensive review of the long-term sustainability of the program’s structure and funding model. This work will include a comparative analysis of funding and governance models used by similar alcohol safety or impaired driving intervention programs in other states. The study will evaluate factors affecting the financial sustainability of VASAP and local ASAPs, including program fee structures, funding sources, and potential alternative funding mechanisms. The contractor will also examine factors affecting operational stability across the statewide system of local ASAPs, including variation in program capacity, staffing structures, governance, and accountability mechanisms.The study should include an assessment of the minimum standards and criteria necessary for the effective implementation and operation of local ASAPs, recommended funding levels required to support successful programming and operations, and the appropriate structure for staffing, oversight, and accountability at both the local and statewide levels. The contractor will also evaluate and clarify the roles and responsibilities of VASAP in supporting, coordinating, and ensuring the success of local ASAPs. Deliverables will include facilitation and documentation of work group meetings, synthesis of stakeholder input, and preparation of a final report summarizing findings and recommendations. The final report will be provided to the Commission and will support submission to the Chairs of the House Committees on Appropriations and Courts of Justice and the Senate Committees on Finance and Appropriations and Courts of Justice by October 1, 2026.
