This work will include a comparative analysis of funding and governance models used by similar alcohol safety or impaired driving intervention programs in other states. The study will evaluate factors affecting the financial sustainability of VASAP and local ASAPs, including program fee structures, funding sources, and potential alternative funding mechanisms. The contractor will also examine factors affecting operational stability across the statewide system of local ASAPs, including variation in program capacity, staffing structures, governance, and accountability mechanisms.The study should include an assessment of the minimum standards and criteria necessary for the effective implementation and operation of local ASAPs, recommended funding levels required to support successful programming and operations, and the appropriate structure for staffing, oversight, and accountability at both the local and statewide levels. The contractor will also evaluate and clarify the roles and responsibilities of VASAP in supporting, coordinating, and ensuring the success of local ASAPs. Deliverables will include facilitation and documentation of work group meetings, synthesis of stakeholder input, and preparation of a final report summarizing findings and recommendations. The final report will be provided to the Commission and will support submission to the Chairs of the House Committees on Appropriations and Courts of Justice and the Senate Committees on Finance and Appropriations and Courts of Justice by October 1, 2026.
