    Description

    Cecil County Maryland is seeking sealed proposals for Contractor(s) to provide Vehicle Maintenance and Repairservices for the County’s fleet, which consist of transit vehicles, motorcycles, heavy machinery, and various leased vehicles. The related responsibilities for maintenance and repair services are specified within the Scope of Work and attached is a listing of current vehicles and/or equipment that should be considered under this Request for Proposal (RFP).

    This RFP is intended to secure the services of an experienced Contractor to provide vehicle maintenance and repair services on an as-needed basis for transit vehicles, fleet vehicles, various equipment, and heavy machinery for the County for approximately 135 (one hundred thirty-five) pieces of equipment.

    The County currently maintains parts of their fleet with a lease agreement, the awarded Contractor(s) must be willing and able to become an authorized service provider for the County's lease provider.

    Background

    Cecil County Maryland currently operates a transit fleet of approximately twenty-one (21) various size buses and nine (9) passenger van vehicles and pieces of equipment (see Attachment “Vehicle Equipment Listing” for list of vehicles and equipment).

    Heavy Machinery equipment is approximately fifty-six (56) vehicles, ranging from but not limited to Skid-Steers, Backhoes, Loaders, and Excavators. Make/model of machinery varies.

    The County has various motorcycles, leased vehicles, armored truck, mowers, trailers, snowplows, salt spreaders, and commercial trailers.

    Heavy equipment or transit vehicle parts/accessories and other auxiliary installation may be required to be performed under this contract.

    This approach to equipment maintenance is in effect for all County vehicles (leased or owned) and equipment under this contract.

    Evaluation Criteria

    • Respondent's Experience (40 pts)

      Measured in terms of Respondent’s performance in fleet maintenance for the County.

      • Respondent must possess a minimum of five (5) years’ experience and is in good standing with five (5) other current clients in performing fleet maintenance with fleets of comparable size and mix for County, City or State clients.
      • Respondent must also possess experience with a minimum of five (5) years’ experience and 3 other current clients that are supported during snow emergencies, as well as a minimum of 5 years’ experience with Solid Waste heavy equipment operations.
    • Proven Quality Initatives (5 pts)

      Respondents’ history with existing fleets with obtaining ASE Blue Seal Certifications and ISO Certifications

    • Understanding of Project (10 pts)

      Measured as the Respondent’s perception of the issues to be addressed in this project.

    • Qualifications of Key Personnel (10 pts)

      Measured in terms of relevant experience of key personnel and their ability to execute the project.

      • Respondents must submit resume and certifications of key personnel.
      • Respondents shall provide a listing of dedicated personnel for Transit maintenance and dedicated personnel for Heavy Machinery personnel.
    • Cost (35 pts)

      Measured as the yearly contract cost budget and the proposed maintenance performance standard incentives. (see Cost Sheet under Attachments).

      The price proposal will be scored by dividing the lowest cost proposal from the Contractor with the lowest responsive & responsible cost by each Contractor’s total pricing.  A maximum score of 35 points shall be awarded to the lowest cost proposal. All other scores shall be prorated.

      IFB: The Bid Form lists all anticipated work tasks, the unit of measure and estimated quantities. The bidders shall insert as indicated a unit price or lump sum price for each listed work task and multiply that price by the quantity to arrive at an extended total for each work task. All extended prices are then summed to arrive at the Total Bid Amount for the project. The bid will be awarded to the bidder that has the lowest total bid price and is responsive and responsible as defined in the bid/contract documents.

      RFP: The list of all anticipated work tasks, unit of measure and estimated quantities, and proposers statement of work shall be considered the Total Bid Amount. 

      By confirming, the bidder swears (or affirms) under the penalty of perjury that the Bidders/Proposers, its agents, servants, and/or employees, to the best of their knowledge and belief, have not in any way colluded with anyone for and on behalf of the Bidder, or themselves, to obtain information that would give the Bidder/Proposer any unfair advantage over others, nor have to gain any favoritism in the award of any contract resulting from this bid. If this proposal shall be accepted by said County and the VENDOR shall refuse or neglect within ten days after receiving the Contract for execution to execute the same, and to give stipulated bond, then said County may at their option determine that the VENDOR has abandoned the Contract; and, thereupon, the proposal and the acceptance thereof shall be null and void; and, the deposit accompanying the proposal shall be forfeited to and become the property of the County.

      In the case of firms, the firm’s name must be subscribed to by at least one (1) member. In the case of corporations, the corporate name must be by some authorized officer or agent thereof, who shall also subscribe his name and office.
