    SEE THE "DOCUMENTS" TAB FOR A PDF OF THE INVITATION TO BID & ALL RELATED DOCUMENTS. 26-102 INVITATION TO BID PIVOT GATE INSTALLATION – BOX CANYON DAM PUBLIC UTILITY DISTRICT NO. 1 of PEND OREILLE COUNTY Public Utility District No. 1 of Pend Oreille County (the District), is seeking sealed bids from contractors for a gate replacement project. Purpose The purpose of the bid is to obtain a contractor to remove the existing gate and furnish and install a new pivot gate system Box Canyon Dam’s entrance. The Work will be performed under the direction of the District’s Engineering Manager or other designated District personnel. The work will be done under a written contract in a form acceptable to District. The District shall be the exclusive judge of all bids and reserves the right to accept or reject any bid proposal based upon its own criteria and sole judgment. Scope of Work The District is seeking bids from qualified contractors to remove the existing entrance gate at Box Canyon Dam and install a new pivoting gate system at the main entrance. Work may include, but is not limited to: Removal/storage/disposal of existing materials; Modification, relocation, or replacement of adjacent fencing as necessary to accommodate installation of a standard-sized gate opening; Furnishing and installation of a new pivoting gate system; Associated hardware, posts, supports, and related site adjustments necessary for complete installation. The Contractor shall field verify all dimensions and site conditions prior to bid submission. Site visits are permitted and shall be pre-arranged. Visits must be completed between bid opening date and bid closing date. Additional Specifications Selected contractor shall be knowledgeable and experienced in the following: Wiring and connection for vehicle detection Wiring and connection for card access system Remote operation per existing system Gate shall be commercial grade and procured from an established gate manufacturer meeting the following requirements: Gate shall be of steel or aluminum construction; Gate shall be remotely operated and be suitable for commercial/industrial use; Final gate aesthetic and design shall be approved by the District prior to installation; Gate construction and installation shall conform to ASTM F2200 standards for a Class III gate; and Gate operator system shall be UL 325 Class III compliant. Existing gate components are intended for future District use. Contractor shall remove and preserve gate components identified by the District for retention. Retained materials shall be securely and neatly staged at a District-designated location. Contractor shall be responsible for cleanup and lawful disposal of all remaining project-related materials, debris, and waste not designated for retention by the District. Contractor to maintain a temporary barrier capable of preventing unauthorized entry when the contractor is not present during the construction project. Note: District operations personnel will require access to all sites at all times during the project. Contractor to plan and perform work tasks in such an order to accomplish project with minimal impacts on District operations (e.g., install new gates prior to removing old ones, etc.). All measurements provided are approximate - the contractor is responsible for field verification prior to bidding. All bidding documents, including an outlined scope of work along with pictures can be viewed and/or downloaded through the District’s online contracting portal, ProcureWare, at https://popud.procureware.com. In order to be eligible to bid and ensure notification of addenda/clarifications, bidders must be registered through ProcureWare. It is desired by the District to have this project start as soon as possible and be completed by the end of September 2026. Bid Requirements Each bid must be accompanied by the following: The completed bid proposal form including a preliminary timeline and schedule for each project. Bid Bond Performance and payment bonds required with the contract. The State of Washington prevailing wage rates are applicable for this contract located in Pend Oreille County. Bidders are responsible to verify and use the most recent prevailing wage rates. The applicable prevailing wage rates may be found on the Department of Labor and Industries website.
