    INVITATION TO BID Separate sealed bids for the construction of W.O. 22-44: Zone 1 Water Storage Improvements - Schedule 2 will be received by the City of Billings City Clerk, 316 N. 26th Street, 5th Floor, Billings, MT 59101; P.O. Box 1178, Billings, MT 59103; or bids@billingsmt.gov until 2:00 PM local time on Tuesday, June 16, 2026, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. The project consists of water reservoir construction and water main installation work described in general by the following: Schedule 2: 3-million-gallon concrete water storage tank, tank yard piping with connections, fiber optic cable installation and termination, electrical controls and SCADA Tank equipment, and all associated sitework. Complete digital project bidding documents are available at QuestCDN. There is a fee, payable to QuestCDN, to download the digital plan documents and to be included on the plan holders list. You may access them at www.questcdn.com by inputting Quest project # 10175592 on the QuestCDN project search page. The plans, specifications and the official plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanabid.com. There will be a non-mandatory Pre-Bid Conference for all prospective Bidders held at 1:45 PM on Wednesday, May 27, 2026, at DOWL, 222 North 32nd Street, Suite 700, Billings, Montana 59101. Interested Contractors are encouraged to attend. Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each Bid or proposal shall be accompanied by a Certified Check, Cashier's Check, or Bidder’s Bond payable to the "City of Billings, MT" in an amount not less than ten (10%) percent of the total amount of the Bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time on Tuesday, June 16, 2026.
