    Description

      1. Frederick County, Maryland (the “County”) is requesting information related to potential waste diversion and/or waste processing activities that could occur on an adjacent 138-acre property to the Reichs Ford Road facility.  The purpose of this RFI is to gauge interest, gather information and develop project requirements for existing processes or technologies that can further the County’s goals of reducing waste and more economically processing the solid waste stream generated by Frederick residents and businesses. 
      2. The Office of Procurement & Contracting (P&C) is issuing this Request for Information (RFI) in order to determine if there are firms interested in these services.
      3. The County is open to all solution ideas or information that could potentially reduce, better process or more efficiently transfer the county’s various waste streams including MSW (municipal solid waste), C&D (construction and demolition) debris, commingled recycling, organic waste and/or specific waste types (tires, mattresses, pallets, hazardous wastes, etc.). Respondents are encouraged to provide any information to assist the County better define the solicitation requirements.  This RFI process will include a virtual presentation.  Participation is voluntary and shall be at no expense to the County. 

    Background

      1. Frederick County is the fastest growing county in the state.  It is located in the north central part of Maryland and is 667 square miles in area.  The County is adjacent to Pennsylvania on the north, Washington County on the west, Howard and Carroll Counties on the east, and on the south by Montgomery County and Virginia.  There are 12 incorporated towns within the County.  The estimated population of the County as of the 2020 census is 271,717.  The Fiscal Year 2024 budget exceeded $982 million dollars.
      2. The County seat and largest city in the County is the City of Frederick, which has an estimated population of 78,171, as of the 2020 census.  The City of Frederick is located approximately 45 miles northwest of Washington, D.C. and 45 miles west of Baltimore, Maryland.
      3. The Frederick County Division of Solid Waste and Recycling (DSWR) transfers over 225,000 tons of solid waste per year to an out-of-state landfill
      4. DSWR buries approximately 8,000 tons of solid waste annually in its Site B landfill at the Reichs Ford Road Facility
      5. DSWR diverts over 24,000 tons of single stream recyclables to be sorted and marketed to manufacturers
      6. DSWR processes over 17,000 tons of yard waste annually in mulch or compost at the Reichs Ford Road Facility
      7. In May of 2026, the County purchased 138 acres (“9479 Reichs Ford Road”) on the eastern border of the Reichs Ford Road facility.
