The Contractor shall be responsible for complete operation and maintenance of the HMF and Arch Street wastewater transfer facility and the IWPF including, but not limited to: furnishing skilled personnel to operate the facilities; perform necessary maintenance and repairs to all equipment, pumps, piping, valves, controls, switches, etc.; perform necessary adjustments and calibration of instruments and meters; maintain records; conduct required monitoring, sampling, and laboratory analysis; and general housekeeping; all in conformance with these specifications and as required to meet system design parameters, insofar as limitations of equipment allows, and effluent limitations as determined by the New York City Sewer Discharge Permit.
