The City of Fullerton reserves the right to reject any or all Proposals and to award line items to the proposer that best meets the requirements in the specifications. Whenever a question as to the meaning of any portion of the specifications is in dispute, or where there may be more than one interpretation given to any portion of the specifications, the interpretation of the City of Fullerton shall be final.
