    The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Water Treatment Services for HVAC and Biosolids for Eleven Locations. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Monday, August 3, 2026. Late responses will not be accepted.

    The Washington Suburban Sanitary Commission (WSSC) is seeking a qualified Contractor to provide comprehensive water treatment services for various mechanical and water systems throughout its eleven facilities. The selected Contractor will furnish all supervision, labor, equipment, materials, chemicals, tools, and related services necessary to ensure that designated systems remain in proper operating condition.

    Background

    WSSC Water mechanical systems include hot water heating, condensate, chilled water, and condenser water systems for both open and closed-loop operations. Water treatment services will include monitoring and controlling corrosion, scale, algae, anaerobic bacteria, and slime in heating and air conditioning equipment, water softeners, glycol systems, and decorative. fountains.

    Evaluation Criteria

    • Firms Experience (40 pts)

      The Offeror shall demonstrate their experience providing water treatment and chemical maintenance services for HVAC and related systems similar in scope and complexity to those described in the Scope of Work (SOW):

      1. Identify experience monitoring and controlling corrosion, scale, algae, anaerobic bacteria, and slime in all heating and air conditioning equipment as described in the SOW.
      2. Identify experience maintaining systems such as steam, hot water (for heating), condensate, chilled water, and condenser water (open and closed loop systems), glycol systems, water softeners, and decorative fountains.
      3. Identify experience providing supervision, labor, equipment, materials, chemicals, tools, and services to maintain the equipment as described in the SOW
      4. Identify the following information for all references:
        1. Total number of locations served per contract
        2. Types and quantities of chemicals used
        3. Term (beginning and end date) of contract
        4. Contract point of contact information

    • Key Personnel (35 pts)

      Provide resumes for all key personnel proposed for this contract.

      1. Water Treatment Technicians
        1. Identify years of experience in providing water treatment services
        2. Identify years of experience in providing water treatment services for industrial and commercial buildings
        3. Attach all certifications and licenses

      All resumes for the key personnel shall be submitted and include the following:

        1. Full name
        2. Detailed description of the previous five (5) years of employment history, including responsibilities
        3. The names and addresses of the company’s applicants worked for them in the past five (5) years.
    • Technical Approach (10 pts)

      The Offeror shall demonstrate their understanding of the SOW and the effectiveness of their proposed technical approach to maintaining the specified systems in good working condition by:

      1. Identify proposed methods for monitoring and controlling corrosion, scale, algae, anaerobic bacteria, and slime across all systems described in the SOW.
      2. Identify testing protocols, inspection schedules, and reporting practices.
      3. Identify quality control and quality assurance measures to ensure consistent system performance and compliance with contract requirements.
    • Price (15 pts)

      This factor will evaluate the sum of the annual Water Treatment services cost submitted by each Offeror.

    • MINIMUM QUALIFICATIONS

      Each Offeror must meet the following minimum qualifications to be considered for the Award:

    • Offeror must be regularly and actively engaged in performing Water Treatment Services for a minimum of two (2) years (required)

      Provide the following:

      1. Number of years in operation
      2. Client(s) name, Email address, and Contract title(s)
      3. Description of products and services provided (should include Water Treatment Services)
      4. Contract amount (range)
      5. Duration of contract (start and end dates).
    • Offeror must provide Water Treatment Technicians with a minimum of three (3) years' experience performing the duties as a full-time Water Treatment Technician (required)
