The City of Lakeland, in coordination with Lakeland Linder International Airport (LAL), is advancing a project to extend and upgrade the public water main system within the Airport’s southeast quadrant to support ongoing and future development. Airport Engineer has been engaged to provide design, permitting, and construction phase services for the Southeast Quadrant Water Main Extension, which includes installation of new 8-inch water mains within the airfield, looping the system to enhance service reliability, and upsizing an existing 6-inch water main to 12 inches along Airside Center Drive.
Points will be awarded based on the proposer’s submitted price proposal. The city will evaluate overall value by considering the completeness of the proposal, the reasonableness of pricing, and the alignment of the proposed scope of work and project approach. The project will be delivered under a lump-sum pricing structure, and respondents shall include a BID FORM/Schedule of Values (SOV) breakdown with their submittal.
Points will be awarded based on the firm’s demonstrated experience with projects of similar size, scope, and complexity, with particular emphasis on watermain projects and/or water facilities. Preference will be given to firms with demonstrated experience performing work in active airport environments that require coordination with airport operations, phased construction, maintenance of operations, and operational continuity.
Points will be awarded based on the proposer’s demonstrated understanding of the project requirements and the overall quality of the proposed approach. Emphasis will be placed on the proposer’s understanding of airport operational constraints, project coordination, communications integration, constructability, sequencing, stakeholder coordination, and the ability to complete the work with minimal disruption to airport operations and the traveling public.
Points will be awarded based on the proposer’s ability to efficiently deliver the project while maintaining continuous knowledge of airfield operations. Evaluation will consider the proposed project schedule, phasing plan, traffic control approach, coordination strategy, and measures to minimize operational disruptions to the Airport and tenants.
Points will be awarded based on the qualifications, experience, and availability of the proposed project manager, superintendent, design professionals, and other key team members assigned to the project. Preference will be given to personnel with prior experience on airports or similarly complex projects

A certificate of existing insurance coverage should be submitted with the proposal as proof of insurability. If the current coverage does not meet the RFP requirements, then the Respondent should request an affidavit of insurability from the Respondent’s insurance agent that certifies the requirements can and will be met.

The following RFP is in strict accordance with the City of Lakeland Request for Proposal No. 2026-RFP-068, dated Friday, June 26, 2026 and all attachments as referenced therein.

The RFP, if awarded, will be in the judgement of the City the most responsive to the City’s needs. The City of Lakeland encourages the use of minority and women owned businesses as subcontractors or in joint venture arrangements.
