    Description

    The County of Inyo Department of Information Services ("County") is hereby soliciting proposals from qualified firms (Respondents) who can provide the County with the following service: Help the County of Inyo achieve accessibility certification for its website by the 2027 deadline through remediation and/or a new website.

    Submissions to this RFP are due on Friday, May 8, 2026 at 5:00 pm.  Submission instructions, a detailed scope of work, terms and conditions, and the applicable contract can be found below.

    Inyo County is looking to remediate its website and web assets (largely PDFs) with an eye toward the ADA compliance deadline for low-population jurisdictions in April, 2027.

    The County is open to either remediating the existing website or migrating to a new, compliant website.

    Vendors may bid on remediation, redesign, or both.

Answering “yes” to this question does not necessarily disqualify a respondent, but the County must collect this information to ensure that it is complying with all conflict-of-interest rules.       Government Code Section 84308, also known as the "Levine Act", to prohibit County “officers” from participating in any action related to a contract if such member receives political contributions totaling more than $500 within the previous twelve months, and for three months following the date a final decision concerning the contract has been made, from the person or company awarded the contract. The Levine Act also requires disclosure of such contribution by a party to be awarded a specific contract.

      Section 84308(a)(4) of the Levine Act defines an "officer" as follows: “Officer” means any elected or appointed officer of an agency, any alternate to an elected or appointed officer of an agency, and any candidate for elective office in an agency. The term “officer” is further defined 2 Cal. Code Regs. Section 18438.1, which states:

      An officer of an agency includes only those persons who make, participate in making, or in any way attempt to use their official position to influence a decision in the license, permit, or entitlement for use proceeding, or who exercise authority or budgetary control over the agency of officers who may do so, and:

      (1) Serve in an elected position, including an official appointed to an elected position due to an interim vacancy or an election otherwise canceled because the official was the sole candidate for the position;

      (2) Serve as a member of a board or commission;

      (3) Serve as the chief executive of a state agency, or county, city or district of any kind; or

      (4) Have decision making authority with respect to the proceeding involving a license, permit, or other entitlement for use and is also a candidate for elected office or has been a candidate for elective office in the 12 months prior to the proceeding. 

      The party making this certification isresponsible for determining whether a recipient of a political contribution is a County officer prior to answering.

    Q (Business Registration): Is a specific business license or business registration required to perform work under this RFP? If so, may the selected vendor obtain and provide the required license and business registration after contract award, or must it be submitted as part of the proposal?

    A: No specific business license registration is required.


    Q (In person meetings): Are there any requirements for in-person meetings either before or after the contract is awarded? If so, how frequently are these meetings expected to occur, and would it be acceptable to conduct some or all of these meetings virtually?

    A: In-person meetings are not required.


    Q (Onsite presence): Could you please clarify whether the required ongoing technical support, maintenance, and updates can be provided remotely, or if onsite support is mandatory under this contract?

    A: All support, maintenance and updates can be provided remotely.


    Q (Relevant Experience): Could you please confirm whether past performance references from private and non-profit organizations are acceptable? We have extensive experience delivering high-quality website design and development projects for private and non-profit clients.

    A: Past performance references from governmental organizations are strongly preferred. References from other types of organizations will be accepted but will receive less weight than those from governmental organizations.


    Q (No subject): Just to clarify, is this RFP requesting a full website redesign and remediation of the webpages and PDFs? Or is this RFP requesting only remediation of the webpages and PDFs on the current website without a redesign of the website?

    A: The RFP allows responders to offer any of the following (1) a full redesign; (2) remediation only; or (3) both options.


    Q (Clarification on Proposal Submission Requirements): Please confirm the required number of past performance references for proposal submission. Please clarify whether there is a defined page limit for the proposal, including both technical and overall volumes. Please confirm if there is an incumbent contractor for this opportunity; if so, kindly provide the incumbent contract number.

    A: (1) A minimum of three past performance references is required, and those from governmental organizations are strongly preferred. (2a) The County's website has ~800 pages and hosts ~15,000 PDFs with an average of 10 pages per PDF. The proposal needs to cover all of these assets, although the work can be done in phases, and/or split between automatic and manual remediation. (2b) There is no limit to the number of pages that make up the proposal itself. (3) There is no incumbent contractor.


    Q (County of Inyo Website Accessibility RFP (26-04) – Questions & Site Review by Purelogics LLC): We are preparing a response to the Website Accessibility RFP released on April 20, 2026. As part of our preparation, we have carefully reviewed the current website at inyocounty.us and have identified several accessibility issues (both on the web pages and with PDFs) that will need to be addressed to reach WCAG 2.1 AA certification by the April 2027 deadline. We are currently developing a detailed proposal that includes both remediation options and a potential redesign/migration path, along with cost estimates for each approach. Before finalizing our submission, we have a few clarifying questions regarding the RFP: Is the County leaning toward full remediation of the existing site, a complete redesign with migration to a new CMS, or would you like vendors to propose multiple options with separate pricing? For the optional new CMS (Section G), are there any specific platforms or features the County prefers, or should we propose what we believe is the most suitable user-friendly replacement for the current Drupal system? Could you please share the approximate number of PDFs that require remediation, and what is the current total page count of the live website? Regarding the accessibility toolbar (Optional Element G), is this considered highly desired or strictly optional?     A: (1) The County is not leaning in either direction, and vendors are welcome to propose multiple options. (2) Please propose the most suitable CMS options (or options). (3) The website has ~800 pages and ~15,000 PDFs. The average PDF page count is 10 (for a total of ~150,000 pages). (4) The accessibility toolbar is optional.


    Q ( Inyo County Standard Master Personal Service Agreement): We could not locate a copy of Inyo County Standard Master Personal Service Agreement. Would you please indicate where to obtain a copy? Also, do you accept our redlines to it along with the proposal at the time of submission?

    A: A copy of the contract is now uploaded to this RFP. As stated in the RFP, the County may be willing to negotiate some of the contract terms with a successful respondent. These negotiations will occur after a respondent is selected, and the County will not commit to any contract modifications prior to selecting a respondent.
