    Scope of Work

    Southwest Wisconsin Technical College (“SWTC,” the “College”) is soliciting proposals from qualified, experienced vendors to design, develop, implement, host, and support a new institutional website built on a modern Content Management System (CMS). The College intends to create a new website from the ground up rather than redesign or re-skin its current site, with the objective of delivering an accessible, mobile-first, and sustainable digital presence that serves the College’s diverse audiences and supports enrollment growth and program discovery. This Request for Proposals (RFP) describes the College’s objectives, scope of work, functional and technical requirements, accessibility and compliance obligations, vendor qualifications, evaluation methodology, and submission requirements. Proposers are asked to present a complete solution that addresses discovery and research, information architecture, user experience (UX) and user interface (UI) design, CMS selection and configuration, content migration, accessibility validation, hosting, security, training, and ongoing post-launch support. The College is seeking a collaborative partner that can effectively engage with internal stakeholders, leverage best practices from higher education and the public sector, and deliver a sustainable solution that can be managed by non-technical staff over the long term. The selected proposer will be determined through a competitive evaluation process in accordance with the Proposal Submission Requirements.
