He constructed the test well previously at Tinker and his recommendations differ from the planned specifications and we request changes. This is his comments: After reviewing the plans and specifications for the Well #27 Replacement at Tinker AFB, my firm has decided that the proposed Well Completion Design using perforated casing is problematic. As you know, my Firm drilled the Test Well for the City back in August of 2024. During that process, my Driller noted that he encountered intervals of loose sand within the proposed perforated zones specified in the Bid Documents. By using a perforator to punch holes in the casing and cement instead of installing a slotted screen with a calculated filter pack size in the annular space, the proposed Well Design will be susceptible to sand intrusion. The primary disadvantages of using a perforated casing for Groundwater Supply Wells are as follows: • Nothing will keep entrained sand in the groundwater from entering the Water Well • Depending on the amount of fine sands present in the targeted Water Bearing Formations, over time the sand will settle out in the bottom of the Water Well. This will eventually create a situation where the bottom perforations will eventually become covered by sand, thus reducing the potential Yield of the Well. • In some situations, the entrained sand entering the Water Well could be pulled into the intake of the water pumping system. Sand grains are one of the leading causes of impeller damage in submersible pumps, thus reducing the useful life of the pump. In addition, the pump could seize-up and cause the motor to be damaged or destroyed. It is a remnant of practices used in the Oil & Gas Industry and should not be deployed in Modern Commercial, Industrial or Public Water Supply Well Construction methods The State of the Art for modern Public Water Supply Wells involves the following activities: 1. The first step in selection of an appropriate Screen Type, Slot Size and Gravel Pack is conducting a Grain-Size Analysis. Both the slot size of the screen and the particle sizes of the Gravel Pack are based on results of a size analysis conducted on the sediment samples collected from the water-bearing formation. 2. Collect a representative sample of the water-bearing sand formation. 3. Determine the Grain-Size Distribution by passing the sample through a series of sieves (See ASTM Standard D422-63). 4. Plot the cumulative weight of the particles retained on each sieve as a percent of the Total Sample Weight against grain size (in mm). 5. From this curve shown on the Grain-Size Distribution, the degree of sorting and average grain size are calculated. 6. Depending on the mixture of fine sand to coarse sand and gravel in the target formation, select a Slot Size that retains 30% to 50% of the sediment. 7. If a gavel-pack is used between the Screen and the wall of the Borehole, then select a Slot Size that retains 90% or more of the Gravel Pack. 8. Select a gravel-pack size to retain most of the water-bearing sediment. Most commercial gravel-packs have uniformity coefficients of approximately 2.5. We have a Technical Overview of Water Well Screens form Roscoe Moss that can be provided if separately. As designed for the well at Tinker should not be constructed unless an Engineered Slotted Screen and Gravel Pack is included in place of Perforated Pipe. Can this change be made?
