    Description

    New Braunfels Utilities (“NBU”) invites the submittal of responses to this Request for Proposals (“RFP”) from qualified firms interested in providing construction services in connection with the construction of Well 6 Improvements (the “Project”).     

    The Project is anticipated to include some or all of the following items within its scope: (i) demolition of existing Well 6 facilities with the exception of the well pump and motor; (ii) preparation of site including tree removal and construction staking; (iii) construction of CMU building with HVAC, plumbing, electrical, Variable Frequency Drive (“VFD”), and chemical equipment; (iv) installation of  instrumentation controls, security controls, SCADA, and chemical feeds; (v) storm water pollution prevention; (vi) installation of emergency generator and automatic transfer switch; (vii) two (2) chemical bulk storage canopies; (viii) flowmeter, valves, and approximately 135 linear feet (“LF”) of 14-inch ductile iron pipe; (ix) installation of fencing and gates; (x) site grading; (xi) driveway; (xii) restoration; and (xiii) all other appurtenances necessary to complete the Project.

It is highly recommended that all offerors interested in submitting a proposal for this work attend at this meeting.

Overall Qualifications, Reputation, Past Relationship with NBU and Public Owners.  This includes the qualifications, reputation, capability, safety record, financial capability, and contractor’s past relationship and experience with NBU or other public entities, and references (weighted at 12.5%).

       

        1. Available resources to complete the Project. This criterion would include personnel, resources and methodologies commonly used by your firm that may be applicable to the project categories (weighted at 2.5%).

       

        1. The Contractor’s corporate history and stability. This criterion includes the historical stability, corporate structure, history of litigation or arbitration, and a statement of any liquidated damages that have previously been withheld by public owner clients of the Offeror on projects in the last five (5) years. (weighted at 2.5%).

      Each bid shall be accompanied by a bid bond, in the amount of XXXXXof the total bid price, payable toNew Braunfels Utilities, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 60 days from the date of the bid opening.

      The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to New Braunfels Utilities so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
