    GENERAL INFORMATION

    City of Flagstaff (“City” or (“Owner”) invites interested Contractor/Architect teams to submit a written Statement of Qualifications (“SOQ”) for performing Design-Build services relating to the design development and construction of the Wildland Fire Training Center and Wildfire Management Station (“Project”) for the City of Flagstaff, Arizona.

    To be eligible for consideration, Contractors must submit an SOQ demonstrating appropriate competence, qualifications, and relevant construction experience with these types of projects. Contractors should respond to the SOQ with examples of experience and skills as they specifically pertain to the items listed in the Project scope below.

    Background

    Project Description

    The City is planning to design and construct a Wildland Fire Training Center and Wildfire Management Station in northeastern Flagstaff see Attachment C – Project Site Map. The location of the Project will be on the western portion of parcel 11307002A, just west of the Wildcat Hill Water Reclamation Facility. The proposed location is also co-located with the current Fire Training Center. Other sites for the Wildland Fire Training Center and Wildfire Management Station may be identified for consideration and analysis.

    The Wildfire Management Station will be approximately 8,000 sq. ft. and is anticipated to occupy about two (2) acres. It is anticipated that the operational layout of the Wildland Fire Training Center and Wildfire Management Station would have an open floor design with cubicles on the periphery of a centralized conference table. The office space is anticipated to accommodate up to twelve (12) wildland fire staff members.

    The Wildfire Management Station will consist of two captain’s offices, two engineer offices, cubicles, a decontamination/washroom, kitchen, two bathrooms with double showers (male/female), exercise room, two locker rooms (male/female), one conference/day room. Additionally, the Wildfire Management Station will require a three-bay drive thru facility with ability to accommodate equipment as large/tall as a water tender. The drive thru bays will also require the bays to have sufficient storage along the periphery of the cache to store, repair, and service equipment, material, and tools. The final component the Wildfire Management Station is the need for an outdoor, climate-controlled HAZMAT storage. 

    The Wildland Fire Training Center will be a stand-alone building apart from the Wildfire Management Station. The Wildland Fire Training Center building will house a large classroom/conference room, kitchen, several offices, and restrooms. Due to the nature of the classroom and trainings taking place in this facility, there will need to be multimedia connections to be integrated into the design.

    The City requests master planning the parcel to accommodate the new Wildland Fire Training Center and Wildfire Management Station, the existing and future expansion of the Fire Training Center, as well as a co-located trailhead parking lot in partnership with the City Parks, Recreation, Open Space, and Events (PROSE) Department for access to the Picture Canyon area. Parking will need to be scaled for all facilities to meet the needs of all the activities to take place on this parcel.

    Q (Anticipated Schedule for Design and Construction): Can the City please confirm what the anticipated schedule/timeline is for design, start of construction, and project completion?

    A: The City would like an 18 month design and construction schedule. This would be “soup to nuts” once we get the Design Build team under contract and issue a notice to proceed.


    Q (Formatting): The RSOQ states "Total margins will be one-inch." Is it permissible to have images extend beyond those one-inch margins and have full-bleed images, so long as text does not go beyond the margins?
