    Advertisement and Invitation for Bids

    The City of Windhorst will receive bids for their CDBG grant #CDV25-0396 Knights of Columbus Street and Peysen Road Rehabilitation Project until 5:00 P.M on Friday, July 31, 2026, at 1802 Zihlman Road, Windthorst, Texas 76389. The bids will be publicly opened and read aloud at 9:00 A.M. on Wednesday, August 5, 2026, at City Hall office at 19048 US-281, Windthorst, TX 76389.

    Bids are invited for several items and quantities of work as follows:

    1. Perform two-course surface treatment for approximately 650 LF of Knights of Columbus Street and 2,300 LF of Peysen Road.
    2. Roadway Culvert Removal and Installation.

    Bid/Contract Documents, including Drawings and Technical Specifications are on file at 110 Interstate 20 Frontage Road.,  Suite 140, Weatherford, TX 76086, Dylan Swoboda, P.E., and may be examined without charge. Copies of the Bid/Contract Documents may be obtained on-line through CivCast at http://civcastusa.com . It is the downloader’s responsibility to determine that a complete set of documents, as defined in the Instruction to Bidders, are received. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Windthorst or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

    Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.

    Adherence to the grant recipient’s Section 3 Policy is required for all contracts and subcontracts. Further, this contract must comply with Buy America Build America requirements.

    The City of Windthorst reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Windthorst for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

    The city may award the bid that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and/or (8) the contractor's past relationship with the City.
