The New York State Thruway Authority (NYSTA) is assisting Stantec Consulting Services Inc., in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control & Access Equipment for Consultant Inspection Teams for the Governor Mario M. Cuomo Bridges, under Contract No. D215035. The selected Subcontractor shall be solely responsible for providing all labor, operators, materials, machinery, tools, and equipment related to Work Zone Traffic Control & Access Equipment for the 2026-2027 Biennial Inspection of the Bridges spanning between Tarrytown and Nyack, in the State of New York. The required work zone traffic control will assist Stantec Consulting Services Inc. and New York State Thruway Authority (NYSTA) personnel, or their authorized designee, with the inspection of said bridges. All work, equipment, and procedures shall meet as a minimum, the requirements of the New York State Department of Transportation (NYSDOT) Standard Specifications, MUTCD, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. Required Experience: As the safety of human lives is at risk, the Subcontractor (and their personnel) shall be thoroughly knowledgeable, trained, and have a minimum of five (5) years of documentable experience in the safe operation and performance of traffic control and any/all types of equipment that shall be used on the project. Additionally, flag persons must have at least six (6) months of documentable experience. All Subcontractors’ personnel assigned to this work shall have the necessary certifications to perform said work and must be able to communicate in a clear and effective manner. All equipment must meet NYSTA requirements, regulations, directives, guidelines, policies, procedures, manuals and all applicable laws. The project duration is from April 2026 until December 2027. It should be noted that most of the work will be performed from May through November of 2026/2027 with minimal or uncertain amount of work anticipated during wintertime. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as two (2) separate work crews with all the necessary equipment and materials may be required to work simultaneously at any time during Contract. Also, full and partial day and nighttime closures will be required to complete the work. Should the selected low bidder be unavailable for an assignment within the work area, Stantec and NYSTA reserves the right to request and assign the required work to the next lowest bidder. Stantec has a prime contract with the NYSTA, Contract No. D215035. All applicable provisions of the prime contract apply to the subcontract. Stantec reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: Stantec will procure all permits necessary to perform work, including, but not limited to entry and temporary lane closure permits. As noted previously, proposals must be received at the offices of Stantec, 475 Fifth Ave, 12th Floor, NY, NY 10017 no later than 2:00 PM on Friday April 3rd, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 12:01 PM Noon on Tuesday April 7th, 2026, and read aloud in the offices of Stantec, 475 Fifth Ave, 12th Floor, NY, NY 10017, by Mr. Steven Wallin, e-mail: steven.wallin@stantec.com A representative of NYSTA may be present. Attendance at Stantec, 475 Fifth Ave, 12th Floor, NY, NY 10017 by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSTA. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Designated Contact: Mr. Steven Wallin of Stantec. Until a contract is approved, contact with any other NYSTA or Stantec's associates or employees concerning this project should not be made unless otherwise directed by NYSTA. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
