ATANE Engineers, Architects & Land Surveyors, D.P.C. (ATANE), is seeking the selection and retention of Subcontractors, to provide Work Zone Traffic Control and Access Equipment for Consultant Inspection Teams for the Williamsburg Bridge in Region 11, under Contract D042090, PIN XB26.03. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control, and Access Equipment Rental for the Williamsburg Bridge Biennial Inspection located between New York and Kings Counties in New York City in the State of New York. The required traffic control will assist ATANE and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridge. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. Interested parties may receive a BID package from: Ms. Taylor Losche, at ATANE’s New York office, 225 Broadway, Suite 505, New York, NY 10007, which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract (anticipated in July 2026) until December 2029. It should be noted that most of the work will be performed from July through October of each year. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as two (2) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full and partial day and nighttime closures will be required to complete the work. One contract will be awarded for both day and night work. ATANE has a prime contract with the NYSDOT, Contract No. D042090. All applicable provisions of the prime contract apply to the subcontract. ATANE reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits – ATANE will procure all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. Bid Letting: Proposals shall be mailed (return receipt requested) or otherwise delivered in a sealed envelope labeled Proposal for Contract D042090, PIN XB26.03, Work Zone Traffic Control Subcontract for Consultant and State Inspection Teams, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of ATANE, 225 Broadway, Suite 505, New York, NY 10007 no later than 5:00 PM on July 21, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened 11:00 AM on July 23, 2026, and read out loud via Microsoft Teams by Ms. Taylor Losche, tlosche@ataneconsulting.com with a representative from NYSDOT on the call. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by email. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact: Ms. Taylor Losche of ATANE. Until a contract is approved, contact with any other NYSDOT or ATANE employee concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
