    Description

    AECOM USA, Inc. is seeking the selection and retention of Subcontrators, to provide Work Zone Traffic Control for Consultant State Inspection Teams throughtout NYSDOT's Region 10, under Contract No. D041199, PIN SS10.25. The selected Subcontractors will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for approximately 1,442 Overhead Signs Structures (OSS), located in Nassau and Suffolk Counties in the State of New York. The required traffic control will assist AECOM and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said Overhead Sign Structures. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices, the new updates of NYS Standard Specifications 619 for WZTC which should be followed except as modified by AECOM or NYSDOT, as well as NYSDOT Region 10 specific lane closure requirements. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current OSHA, flagger certification, and WZTC training necessary to perform the work and provide each person’s training certificates, and must be able to communicate in a clear and effective manner and be familiar with the NYSDOT Manual of Uniform Traffic Control Devises (MUTCD). Interested parties can request or pick-up a bid package from AECOM which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract field work (anticipated in January 2026) through May 31, 2029. It should be noted that the majority of the work will be performed from March through December of each year with uncertain amounts of work anticipated during the winter months and after December 31, 2028. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as four (4) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Nighttime HOV lane closures, nighttime HOV plus multiple adjacent lane closures, and nighttime right lane plus multiple adjacent lane closures on the Long Island Expressway will be required. Nighttime multiple adjacent lane closures on Sunrise Highway, Southern State Parkway, as well as other Parkways and roadways will be required. Should the selected low bidder be unavailable for an assignment within the work area, AECOM and NYSDOT reserves the right to request and assign the required work to the next lowest bidder. AECOM has a prime contract with the NYSDOT, Contract No. D0411999. All applicable provisions of the prime contract apply to the subcontract. AECOM reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: The Subcontractor is responsible in procuring all permits necessary to perform work, including but not limited to entry and temporary lane closure permits. Bid Letting: Proposals shall be mailed (return receipt requested), or otherwise delivered in a sealed envelope labeled “Sealed Price Quotes for WZTC Subcontract PIN SS10.25”, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of AECOM, 605 Third Avenue 3rd Floor, New York, NY 10158 no later than 2:00 PM on Friday January 16, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened at 2:00 PM on Friday January 16, 2026 and read out loud in the offices of AECOM, 605 Third Avenue 3rd Floor, New York, NY 10158. A video conference for bid opening will be scheduled for responding bidders. If you will not participate in the video conference for bid opening, you must decline in writing (email). A representative of NYSDOT may be present. Attendance of the video conference by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau (* Designated Contacts). Until a contract is approved by the State Comptroller, contact with any other NYSDOT employee concerning this project should not be made unless otherwise directed by the Contract Management Bureau. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
