    Description

    The New York State Department of Transportation is assisting Joseph C. Lu Engineering, P.C. dba Lu Engineers, in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control and On-Water Support Services (WZTC & OWSS) for Consultant and State Inspection Teams throughout NYSDOT’s Region 5, under Contract No. D042085, PIN 5B26.02. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the WZTC & OWSS for the 2026-2027 Biennial and Interim Inspection of Bridges in NYSDOT Region 5, Cattaraugus, Chautauqua, Erie, and Niagara counties in the State of New York. The required work zone traffic control will assist Lu Engineers and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of the bridges in Region 5. All work, equipment and procedures shall meet the requirements of the New York State Department of Transportation (NYSDOT) Standard Specifications, MUTCD, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. Required Experience: As the safety of human lives is at risk, the Subcontractor (and their personnel) shall be thoroughly knowledgeable, trained, and have a minimum of five (5) years of documentable experience in the safe operation and performance of traffic control and any/all types of equipment that shall be used on the project. Additionally, flag persons must have at least six (6) months of documentable experience. All Subcontractors’ personnel assigned to this work shall have the necessary certifications to perform said work and must be able to communicate in a clear and effective manner. All equipment must meet NYSDOT requirements, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. The project duration is from the beginning of the Contract anticipated in April 2026 until April 30, 2028. It should be noted that majority of the work will be performed from April through December in 2026 & April through December in 2027 with minimum or uncertain amount of work anticipated in early 2027 & 2028. The number of workdays required per crew to provide Work Zone Traffic Control and On-Water Support Services per week will vary from zero to five (0 to 5) days. As many as three (3) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. In addition, full days, partial days, and some nighttime or weekend closures will be required to complete the work. Only one contract will be awarded for all required work stated in the bid package. Should the selected low bidder be unavailable for an assignment within the work area, Lu Engineers and NYSDOT reserve the right to request and assign the required work to the next lowest bidder. Lu Engineers has a prime contract with the NYSDOT, D042085, PIN 5B26.02. All applicable provisions of the prime contract apply to the subcontract. Lu Engineers reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals, and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as stated Contract Specifications and Bid Documents including Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; with additional coverage of any subcontractors. Permits - Lu Engineers will procure all permits necessary to perform the work, including, but not limited to: entry and temporary lane closure permits. Deadline: Proposals prepared in conformance with the Bid Documents shall be accepted until 12:00 PM noon (Local Time), Tuesday May 12, 2026 in the office of Lu Engineers, 50 Lakefront Boulevard, Suite 212, Buffalo, NY 14202. Bid Letting: Proposals shall be mailed (return receipt requested) or otherwise delivered in a sealed envelope labeled Proposal for D042085, PIN 5B26.02, Work Zone Traffic Control & On-Water Support Services Subcontract for Consultant and State Inspection Teams, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of Lu Engineers, 50 Lakefront Boulevard, Suite 212, Buffalo, NY 14202 no later than 12:00 PM noon on May 12, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 12:00 PM on May 12, 2026 and read out loud in the offices of Lu Engineers, 50 Lakefront Boulevard, Suite 212, Buffalo, NY 14202, by Mr. Ramsey Kahi or designee, e-mail: rkahi@luengineers.com. Contractors will be allowed to have only one representative to attend the Bid Opening. A video conference for bid opening will be scheduled if necessary for responding bidders. If you would like to participate in the video conference for bid opening, you must respond in writing or email stating your desire to participate in the video conference and provide a contact email to include in the invitation. Attendance of the bid opening by a representative from each of the prospective bidders is encouraged but not mandatory. A representative of NYSDOT may be present. The Award of the Contract will be made within 20 calendar days after receipt of Bids, subject to final approval by NYSDOT. A tabulation of the Bids will be provided to all Bidders by email. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact: Mr. Ramsey Kahi of Lu Engineers. Until a contract is approved, contact with any other NYSDOT or Lu Engineers employee concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
