Under contract with New York State Department of Transportation, CHA Consulting, Inc. is seeking to retain a Subcontractor to provide Work Zone Traffic Control and On-Water Support Services (WZTC/OWS) for Consultant and State Inspection Teams throughout NYSDOT’s Region 6, under Contract No. D042081, PIN 6B26.02. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the WZTC and OWS Services for ongoing bridge inspections in Allegany, Chemung, Schuyler, Steuben, and Yates counties in the State of New York. These required services will assist CHA Consulting, Inc. and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. The BID package explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Subcontract (anticipated in May 2026) until May 2027. It should be noted that the majority of the work will be performed from April through November of each year with minimal or uncertain amount of work anticipated during the winter months. The number of workdays required per crew to provide WZTC or OWS per week will vary from zero to seven (0 to 7) days. As many as two (2) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. CHA Consulting, Inc. has a Prime Contract with the NYSDOT, Contract No. D042081. All applicable provisions of the Prime Contract apply to the Subcontract. CHA Consulting, Inc. reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: The Subcontractor is responsible for procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. Bid Letting: Proposals shall be mailed, or otherwise delivered in a sealed envelope labeled Confidential – Sealed Bid for D042081 R6 WZTC/OWS Services, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of CHA Consulting, Inc., 3 Winners Circle, Albany, New York 12205 no later than 10:00 AM on April 8, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 10:00 AM on Wednesday April 8, 2026 and read out loud in the offices of CHA Consulting, Inc., 3 Winners Circle, Albany, New York 12205, by Ms. Cynthia Lagone, CLagone@CHAsolutions.com A representative of NYSDOT may be present. Attendance by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by email.
