    Description

    The New York State Department of Transportation is assisting Popli Design Group (PDG) in the selection and retention of Subcontractors to provide Work Zone Traffic Control for Consultant and State Inspection Teams throughout NYSDOT’s Regions 3 under Contract No. D042086 PIN 3B26.02. The selected Subcontractors will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for Biennial and Interim Bridge Inspections located throughout all counties of the listed NYSDOT Region. The selected subcontractor will be required to staff up to 3 (three), simultaneous traffic control teams, each with well-maintained equipment, an approved Foreman and trained traffic control technicians / flagging personnel. The required traffic control will assist PDG and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices, NYSDOT standards, and the project specifications. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have a minimum of five (5) years documented experience in the performance of traffic control. All foremen are to be certified as Traffic Control Supervisors (ATSSA) or approved equal. Laborers are to be certified as Traffic Control Technicians (ATSSA) or approved equal and trained in flagging operations. Interested parties may receive a BID package from PDG which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract (anticipated in May 2026) until May 31, 2028. It should be noted that the majority of the work will be performed from May through December of each year with minimal or uncertain amount of work anticipated during the winter months and after December 31, 2027. The number of workdays required to provide inspection access equipment and skiff support services per week will vary from zero to five (0 to 5) days. As many as three (3) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the contract. Also, full, and partial day and nighttime operations may be required to complete the work as well as limited weekend work. PDG has a prime contract with the NYSDOT, Contract No. D042086. All applicable provisions of the prime contract apply to the subcontract. PDG reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits – PDG will procure all permits necessary to perform work, including, but not limited to entry and temporary lane closure permits. Deadline: Proposals prepared in conformance with the Bid Documents shall be accepted until 1:00 PM (Local Time), May 4, 2026, in the office of Popli Design Group, 555 Penbrooke Drive, Penfield, NY 14526 Bid Letting: Proposals shall be mailed (return receipt requested) or otherwise delivered in a sealed envelope labeled Proposal for PIN: 3B26.02, Work Zone Traffic Control Services for Consultant Inspection Teams – NYSDOT Region 3 and labeled with the name of the bidder in accordance with the Bid Documents. As noted previously, proposals must be received at the offices of Popli Design Group, 555 Penbrooke Drive, Penfield, NY 14526 no later than 1:00 PM on May 1, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 1:00 PM on May 4, 2026, and read out loud in the offices of Popli Design Group, 555 Penbrooke Drive, Penfield, NY 14526, and on a conference call in a virtual environment with an audio recording by Mr. Mark Butcher, e-mail: mbutcher@popligroup.com. A representative of NYSDOT may be present. Attendance at Popli Design Group, 555 Penbrooke Drive, Penfield, NY 14526 by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 45 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Until a contract is approved, contact with any other NYSDOT or Popli Design Group employee concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
