    Description

    The New York State Department of Transportation, is assisting Greenman-Pedersen, Inc (GPI), in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control for Consultant State Inspection Teams throughout NYSDOT’s Region 4, under Contract No. D042082, PIN 4B26.02. The selected Subcontractors will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for Biennial and Interim Bridge Inspections located throughout all counties of the listed NYSDOT Region. The selected subcontractor will be required to staff up to 3 (three), simultaneous traffic control teams, each with well maintained equipment, an approved Foreman and trained traffic control technicians / flagging personnel. The required traffic control will assist GPI and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices, NYSDOT standards, and the project specifications. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. All foremen are to be certified as Traffic Control Supervisors (ATSSA) or approved equal. Laborers are to be certified as Traffic Control Technicians (ATSSA) or approved equal and trained in flagging operations. Safety skiff operators are to be trained in First Aid and per the policies promulgated in NYSDOT Safety Bulletin titled “Working in Proximity to Water”. Interested parties may receive an electronic BID package from Mr. William Doughty by contacting him at 585-899-1467. The bid package explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract ( anticipated in April 2026) until May 31, 2030. It should be noted that the majority of the work will be performed from March through December of each year with minimal or uncertain amount of work anticipated during the winter months. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as two (3) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full and partial day and nighttime closures will be required to complete the work. GPI has a prime contract with the NYSDOT, Contract No. D042082. All applicable provisions of the prime contract apply to the subcontract. GPI reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows, and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: The Subcontractor is responsible in procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. It is anticipated that permits may be required from various municipalities, the NYS Thruway and other roadway owners. Bid Letting: Proposals shall be mailed (return receipt requested), or otherwise delivered in a sealed envelope labeled “Proposal for WZTC”, and also labeled with the name of the bidder. As noted previously, proposals must be received at the offices of GPI 150 State St, Suite 100, Rochester, NY 14614 no later than 3:00 PM on April 01, 2026. Proposals received after the deadline will not be opened. The unopened package will be held for 5 business days at the delivery address. The Bids will be opened as soon as possible after 3:00 PM on April 01, 2026 and read out loud in the offices of GPI, 150 State Street, Suite 100, Rochester, NY 14614 by William Doughty. A representative of NYSDOT may be present. Attendance by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by email. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau (Designated Contact: Valerie VanAntwerp). Until a contract is approved by the State Comptroller, contact with any other NYSDOT employee, or the firm as listed above, concerning this project should not be made unless otherwise directed by the Contract Management Bureau. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
