    Consultants may submit proposals for any combination of the Third-Party Administrator (“TPA”) services and one or more of the three (3) components of the Managed Care Program (“MCP”) services, but in making an award of one or more components, the TPA services and MCP service components may be bundled or unbundled in any combination, at the City’s discretion. That is, the City reserves the right to select for award individual components of a consultant’s proposal. In doing so, the TPA services will always be awarded to one (1) consultant, but the three (3) components of the MCP services may be awarded to one (1) or more consultants, including the consultant who is awarded the TPA services.
