The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for WSSC Water Police, Security Officer Uniform. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, May 28, 2026. Late responses will not be accepted.
Provide and deliver Police Officer and Security Officer uniforms for the WSSC Water Police Department on an as-needed basis, as specified on the price list and uniform specifications.
Background
The WSSC Water Police Department provides essential security and law-enforcement services to protect WSSC Water's critical infrastructures, facilities, properties, employees, and the public. Uniforms are necessary to ensure officer safety, professionalism, and clear identification while serving the public. Evaluation Criteria
- Firm's Experience (30 pts) —
The Offeror must demonstrate past performance of providing uniforms to firms similar to WSSC and must submit the response to the following:
- Number and type (local, state, federal) of law enforcement agencies served.
- Duration of services provided to each listed agency.
- Description of uniform types supplied, including specialized garments (e.g., tactical outerwear, high-visibility apparel, EMS uniforms, and Class A dress uniforms).
- Experience complying with agency branding and uniform standards, including patch placement, embroidery, badge reinforcement, and rank insignia.
- Documented past performance, including at least three references from comparable agencies.
- Technical Approach (35 pts) —

- Expedited Orders: Guaranteed turnaround times and processes for urgent or emergency replacement items.
- Police Officer/ Security Uniform Sample - In Person Demonstration (20 pts) —
- Vendors must provide uniform samples for patrol and security officers at no cost to WSSC. Samples must match proposed items in fabric, color, fit, and construction. Required samples include one complete uniform set per style, standard sample sizes (e.g., medium/regular or equivalent ), fabric, and samples of patches, insignia, badge attachment areas, embroidering of names, nametapes, and silk screening. Uniforms must support patrol and security duties, including compatibility with duty belts and body armor, adequate mobility, reinforced stress points, and durability under frequent laundering.
- Vendors will be required to submit uniform samples prior to the solicitation closing date.
Samples must be submitted to the address below and must be clearly labeled with the Vendor Name, Solicitation Number, and Product List of Submitted Sample Items:
- Shipped or delivered to RGH Headquarters, 14501 Sweitzer Lane, Laurel, Maryland 20707;
- The in-person demonstration, date and time, will be communicated to the offerors after the solicitation closing date.

Submission Requirements
- MINIMUM QUALIFICATIONS —
Each Offeror must meet the following minimum qualifications to be considered for the Award:
