    Description

    The City of Reading (City) is seeking bids/proposals to create coordinated, community-driven solutions that promote safety, structural healing, and long-term violence reduction across our neighborhoods as further detailed throughout this RFP inclusive of all tasks, deliverables and/or products required herein. If the City makes an award in connection with the bid/proposal, Attachment K “Contract” and all terms and conditions of this RFP as well as all documents incorporated therein shall form the entire agreement between the City and the successful Bidder.

    The purpose of this Request for Proposals (RFP) is to solicit bids/proposals from qualified independent consultants or consulting firms to manage and coordinate this critical planning phase. The selected partner will lead a comprehensive, data-driven needs assessment and develop a sustainable, resilient collaborative framework to reduce gun and group-related youth violence within our city.

    Background

    Building on our ongoing community development initiatives, neighborhood programming, and active downtown engagement, the City of Reading has been awarded a Collaborative Community Violence Intervention (CCVI) Track 1 Planning Grant. This initiative is proudly funded by the Pennsylvania Commission on Crime and Delinquency (PCCD).

      Based on your experience and capacity, how will you ensure that you can deliver the full scope of work within this budget and timeframe?

    • Project Approach (20 pts)

      Given the key deliverables of the Reading CCVI Track 1 Planning Grant, what elements of the project would you prioritize initially, and why? How will those early priorities set the foundation for later success?

    • Community Engagement Strategy (20 pts)

      How will you ensure that the perspectives of underrepresented and directly impacted community members are authentically and meaningfully incorporated into both the process and the final Violence Reduction Plan?

    • Data/Planning Capacity (15 pts)

      In collaborative processes, challenges such as competing priorities, disagreements, and stakeholder fatigue often arise. What strategies will you use to resolve conflicts, re-engage stakeholders and sustain momentum over the duration of the planning process? Can you provide an example of how you’ve dealt with these issues on another project?

    • Implementation Approach (10 pts)

      Approach and managing of accountability, roles and delays throughout grant phases.

    • Tracking Progress (10 pts)

      How will you track progress toward the project’s goals and define success? What methods will you use to share progress and outcomes with the City, stakeholders, and the broader community in ways that are clear, accessible, and actionable?
