Pursuant to Chapter 103D-301, Hawaii Revised Statutes and Chapter 3-122-16, Subchapter 4.5, Hawaii Administrative Rules, “Source Selection for Federal Grant,” the Department of Health (“DOH”), Chronic Disease Prevention and Health Promotion Division (“CDPHPD”) requests input and comments from current and prospective providers for the Centers for Disease Control and Prevention (“CDC”) for the CDC-RFA-DP20-2001 Continuation Application, National and State Tobacco Control Program (Year 6 extension). The purpose of the funding is to expand evidence-based, culturally appropriate policy, systems, and environmental strategies that address the four National Tobacco Control Program goals: 1) Prevent initiation of tobacco use (including emerging products and e-cigarettes) among youth and young adults; 2) Promote quitting among adults and youth; 3) Eliminate exposure to secondhand smoke; and 4) Identify and eliminate tobacco-related disparities among population groups at greatest risk. Among the priority populations at greatest risk for tobacco use is the Native Hawaiian population who are over-represented in nearly all data categories relating to smoking and exposure to secondhand smoke. The State is seeking interest from a local lead agency (“provider”) to implement tobacco control strategies and activities in Native Hawaiian communities using a population-based approach that contributes to changes in social norms and behaviors related to tobacco use and dependence and secondhand smoke exposure. Written comments in response to this RFI may be transmitted via email to Heidi Hansen Smith at heidi.hansen-smith@doh.hawaii.gov. The deadline for receipt of comments is 4:30 p.m. on Tuesday, April 14, 2026.
