161 Recruiting Light Rail Advertising

 
This IS NOT a solicitation.  This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements.

The 161st ARW Arizona Air National Guard, 3200E Old Tower Rd Phoenix, AZ 85034 has a requirement to provide transit advertising for the Goldwater ANG Base/161ARW, AZANG. The government will provide the design. The contractor shall provide; a minimum of three (3) different full train wrap ads (six (6) total wrap ads), a minimum of one (1) center section train wrap ad (two (2) total ads), and a minimum of three (3) platform kiosk ads located at stations 17 (Central Ave N/O Van Buren St), 18 (1st Ave N/O Van Buren St), and 40 (Veterans Way W/O College Ave). This will provide advertising and increase AZANG awareness throughout the city of Phoenix and surrounding areas. Advertisements shall be per-approved by AZANG prior to use.

The Arizona Air National Guard intends to award a sole source, firm fixed price contract to Outfront Media Inc.  Only one responsible vendor is currently on contract with the Phoenix Light Rail (Valley Metro.) To advertise with them, that sole source will need to be utilized, pursuant to FAR 6.302-1(2)(i)(B).  A contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b)(1). This is not a request for competitive proposals.
