20' SHIPPING CONTAINER CUSTOMIZED TO BE A TOOL DEPOT

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures. The Government intends to solicit for one (1) 20’ Shipping Container Customized to be a Tool Depot as detailed in the attached solicitation. This announcement constitutes the only solicitation and a written solicitation will not be issued.

This is procurement IS set aside for small business. The NAICS code is 332439 and the Small Business Standard is 600 Employees.

The Government intends to award a Firm Fixed Price (FFP) purchase order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Questions/clarification regarding this solicitation must be submitted via email to tracy.l.mcdonough2.civ@us.navy.mil by 10:00 AM ET on Friday, 21 November 2025.  All questions received before this deadline will be answered in an amendment to the solicitation. 

Quote packages are due on or before 10:00 AM ET on Monday, 1 December 2025. 

All responses SHALL include Official Company Name, Cage Code, and Point of Contact name & phone number. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Each response MUST detail manufacturer and specification details for items being quoted.
