2026 POLARIS RANGER CREW 1000 PREMIUM PURSUIT CAMO UTV OR EQUAL

This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 under the Revolutionary FAR Overhaul (RFO) and has incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2026-01 dated 03/13/2026. This announcement constitutes the only solicitation, quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 70LGLY26QGLB00042 is issued as a Request for Quotation (RFQ) to provide a 2026 Polaris Ranger Crew 1000 Premium Pursuit Camo UTV or Equal to the Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC), Enforcement Operations Division (EOD), Basic Response Branch (BRB) located in Glynco, Georgia.

This commercial services acquisition is being solicited as a competitive Historically Underutilized Business Zone (HUBZone) Small Business Set-Aside. It is anticipated that a single Firm-Fixed-Price award will be made as a result of this solicitation.

The North American Industry Classification System Code (NAICS) is 441227 – Motorcycle, ATV, and All Other Motor Vehicle Dealers and the Small Business Standard is $40.0 Million.  The Product/Service Code is 2310 – Passenger Motor Vehicles.

All questions regarding this solicitation must be received must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 2:00 PM EDT on 07/31/2026 to allow adequate time to provide answers. All Q&As will be posted as an amendment to the solicitation on SAM.gov.

All quotations must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 12:00 PM EDT on 08/07/2026 to receive consideration.

Quoters must complete sections 11, 12, (if applicable), and 13 of the attached SF18 Request for Quotation, as well as the provision and clause fill-ins highlighted in yellow.  See Attachment 1 - Polaris Ranger Crew 1000 Premium Polaris Pursuit Camo or Equal for required vehicle specifications.

Amendment 001 is issued to correct the amount of required horsepower listed on Attachment 1 - Polaris Ranger Crew 1000 Premium Polaris Pursuit Camo or Equal from 82 HP to 61 HP.
