THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS PRE-SOLICITATION NOTICE IS POSTED IN THE GOVERNMENT WIDE POINT OF ENTRY IN ACCORDANCE WITH FAR 12.201-1(c)(2) [Deviation Aug 2025].
The Federal Bureau of Prisons (FBOP) intends to make a single award to a responsible vendor for a firm-fixed-price construction contract for a project entitled Replace FPC Food Service Coolers and Freezers at the Federal Correctional Institution (FCI) located in Pekin, IL.
The project consists of furnishing all equipment, materials, and labor for the complete construction requirement to remove and replace the evaporators, condensers, refrigerant and drain lines; and then to provide the delivery, installation, start-up and testing of new specified equipment for the Federal Prison Camp (FPC) Food Service coolers and freezers in accordance with the Statement of Work for Project No. 25Z4AA8, Replace FPC Food Service Coolers and Freezers.
This acquisition will be conducted using FAR Part 12 [Deviation Aug 2025], Acquisition of Commercial Products and Commercial Services, in conjunction with the simplified procedures at FAR 12.201‑1 [Deviation Aug 2025]. In accordance with FAR 12.201‑1(c)(2) [Deviation Aug 2025], quotations will be solicited directly from at least three sources. This pre‑solicitation notice is posted in the Governmentwide Point of Entry (GPE) to promote competition to the maximum extent practicable.
The estimated magnitude of the project is between $200,000 and the SAT of $350,000. The Product Service Code (PSC) applicable to this requirement is Z2FF-Repair of Alteration of Penal Facilities. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 – Plumbing, Heating, and Air-Conditioning Contractors, with a corresponding small business size standard of $19 million.
The anticipated award date is July 9, 2026.
This is a 100 percent small business set-aside. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above).
Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information.
Award will be made based on price, past performance, and a technical evaluation of proposals. Vendors with below Satisfactory past performance evaluations in CPARS in the preceding two years before the anticipated award date will not be considered for a contract award.
This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors.
