Solicitation has been Amended to clarify: 

AMENDMENT 0002 ISSUED TO ADDRESS THE FOLLOWING CLARIFICATIONS:

1.  Provision 252.204-7019, Notice of NISTSP 800-171 DoD Assessment Requirements, is hereby removed as all NSNs associated with this solicitation are Commercial off the Shelf (COTS) and the provision does not apply.  CUI markings are not applicable to items coded as COTS.

2.  References to any NAICS code other than 325120 are hereby removed.  The applicable code for this procurement as approved by the Weapons Support Small Business Office (SBO) NAICS 325120, size standard is 1200 employees.

The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapon platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gases is available. Projected need extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large acquisition of two (2) mission critical virgin HFC compressed gases, determined by the Services to be the most critical at this time; Heptafluropropane (HFC-227ea) and Hexafluoropropane (HFC-R236fa). These items will be placed in static storage at DLA, Richmond, Virginia until such time as they are needed.

DLA intends to award a firm fixed price contract supporting the HFC gases listed below.

• PR 7016264923, Qty Requested 6,467 CY, 6830-017321424, PN: R227EA, Chem Name: 1,1,1,2,3,3,3-Heptafluoropmpane (CF3CHFCF3), 150 lb cyl.
• PR 7016264925, Qty Requested 1,122 CY, 6830-017321429, PN: R227EA, Chem Name: 1,1,1,2,3,3,3-Heptafluoropropane (CF3CHFCF3), 1200 lb cyl.
• PR 7016264929, Qty Requested 1,372 CY, 6830-017320537, PN: R236FA, Chem Name: 1,1,1,3,3,3-Hexafluoropropane (CF3CH2CF3), 150 lb Cyl.

FOB Destination, I/A Origin. Solicitation is being solicited as a total small business set aside. The requested delivery timeframe is 101 days for all items.  The final contract award decision may be based upon a combination of price, past performance, and technical evaluation factors as described in the solicitation. The solicitation issue date is estimated on or around 7/7/2026.
