    SOLICITATION DESCRIPTION:

    1. GENERAL INFORMATION
    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

    • Set-Aside: None (Full and Open Competition)

    • Location: USCG Base Los Angeles Long Beach, 1001 S. Seaside Ave., Building 20

    2. STATEMENT OF WORK (SOW)
    The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform monthly preventative maintenance and a one-time annual inspection, certification, and testing for the commercial elevator located in Building 20.

    A. Monthly Preventative Maintenance
    Conduct twelve (12) monthly inspections, scheduled for the second week of each month. Inspections shall include routine examination, adjustment, and lubrication of elevator components subject to wear and tear under normal operating conditions.

    B. Annual Inspection and Certification
    Perform one (1) annual inspection and one (1) annual certification/testing of the elevator in accordance with the latest edition of the American National Standard Safety Code for Elevators and Escalators. This includes the evaluation of hydraulic systems, governors, safeties, and buffers.

    C. Labor Regulations
    The Service Contract Act (SCA) Labor Wage Rates for Los Angeles, California apply to all labor categories utilized under this contract.

    3. BID PRICE BREAKDOWN REQUIREMENTS
    For bid evaluation purposes, offerors must submit a transparent breakdown of labor and material costs. Submissions must include pricing for the following Contract Line Item Numbers (CLINs):

    • CLIN 0001: Monthly Preventative Maintenance (Base) - Qty: 12 Months. Provide breakdown of Labor Cost and Materials Cost.

    • CLIN 0002: Annual Inspection, Testing & Certification - Qty: 1 Job. Provide breakdown of Labor Cost and Materials Cost.

    • Total Evaluated Price: Combined Fixed-Price Proposal (CLIN 0001 + CLIN 0002).

    4. EVALUATION FACTORS (FAR 52.212-2 Addendum)
    The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A Tradeoff Process will be used to determine Best Value.

    The following factors shall be used to evaluate offers:

    1. Factor I: Technical Proficiency (Schedule & Reliability)

    2. Factor II: Past Performance

    3. Factor III: Price

    Relative Importance:
    Non-price factors (Technical Proficiency and Past Performance), when combined, are significantly more important than price. Among the non-price factors, Technical Proficiency is more important than Past Performance. The Government reserves the right to award to other than the lowest-priced offeror.

    Evaluation Criteria Details:

    • Factor I - Technical Proficiency: Offerors must submit a detailed execution plan demonstrating their technical capability to reliably adhere to the schedule, specifically hitting the required "second week of the month" window for all 12 monthly maintenance visits without deviation.

    • Factor II - Past Performance: Offerors must submit at least two (2) references for contracts performed within the last two (2) years that demonstrate successful maintenance, inspection, and certification of COMMERCIAL elevators of similar scope and complexity.

    • Factor III - Price: Pricing will be evaluated based on the Total Evaluated Price for completeness and realism. Labor rates must comply with the current SCA Wage Determination for Los Angeles.
