    Description: The U.S. Army Office of the Project Manager for Maneuver Ammunition Systems (PM MAS), Picatinny Arsenal, NJ is currently seeking sources for the production and delivery of 5.56mm, Frangible, MK311 MOD 3 (AA40) cartridge.  The AA40 is used in the M4A1 Carbine. The AA40 is used in training and to reduce collateral damage in combat.

    Planned Acquisition:  The U.S. Government is contemplating award of a single, Firm Fixed Price Requirements contract to fulfill Fiscal Year (FY) 27 – 32 requirements.  The total estimated quantity to be purchased is approximately 418M (up to 83.6M per ordering period) of AA40 cartridges.  Initial delivery is required 210 calendar days after award if First Article Test (FAT) is required, and 90 calendar days after award if FAT is not required.

      

    Specifications: 5.56mm, Frangible - MK311 is purchased to a Performance Specification, PRF16001A0006 w/AMENDMENT 2 dated 20 Mar 2021, Distribution Statement D - Distribution authorized to the Department of Defense and U.S. DoD contractors only. Interested firms are required to submit a signed and completed AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement and DD Form 2345, Militarily Critical Technical Data Agreement, for Government's consideration to provide the Performance Specification. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification (see www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal.

    Submission Information:  All responsible interested sources are encouraged to submit their capability/qualification data with regard to the above, no later than 30 days from the date of this notice to: monika.a.okon.civ@army.mil and  erin.m.donaldson2.civ@army.mil.  Please include company name, address, business size, telephone number, technical point of contact, and any brochures/literature/test data.  Firms interested in the production of the 5.56mm, Frangible, MK311 MOD 3 (AA40) should adequately describe their experience in the manufacture of small caliber ammunition and systems contracting.  Interested sources shall provide information detailing their ability to meet the specified delivery quantities, how long it will take to begin deliveries after receipt of an order (ARO) and, their ability and past experience related to acting as a prime contractor to inspect, handle, package, and ship the necessary components.
