Birmingham, AL 35233, hereby provides notice of its intent to negotiate on a sole source, firm-fixed price contract with no options with Structural Builders, Inc., located at 1478 Central Ave, Atlanta, GA, 30344. The award will be executed under authority at FAR 6.302-5. The rationale for the sole source acquisition is that given the specific challenges related to the roof over the MRI area, Structural Builders, Inc., a Service-Disabled Veteran Owned Small Business concern, stands out as the optimal choice for this project due to their unique qualifications and immediate availability. Their existing presence onsite has afforded them a comprehensive understanding of the project's intricacies, which positions them to effectively manage and mitigate challenges as they arise. Under FAR 6.302-5 and VAAR 819.7006, which allows for non-competitive procurements with Service-Disabled Veteran Owned Small Businesses, we recognize Structural Builders' readiness to mobilize and begin work immediately, ensuring both efficiency and effectiveness in addressing the necessary requirements for this critical project, as well as their Service-Disabled Veteran Owned Small Business status. The period of performance for this requirement will be 120 days after notice to proceed is issued. The demolition and replace the existing roof systems Replacing the Roofing Material above the 2nd floor MRI area. The demolition will include the removal of existing roofing materials to the roof deck. The replacement of the roof system will include the roof, flashing, trim and soffit. Remove and replace roof vents. This acquisition s expected magnitude is between $100,000 and $250,000, and it is anticipated to take place on or about 3/10/2025. In addition to the VetCert search results and the knowledge of the market/industry known to the contracting officer and the requiring activities, the intent to use a sole source SDVOSB in accordance with FAR 6.302-5 and VAAR 806.302-570(a) and (b) is sufficient. This action is in accordance with 38 U.S.C. 8127 and VAAR 819.7008. This notice satisfies requirements identified in FAR Part 5. The intended procurement is not set-aside, will be classified under Product Service Code (PSC) 5650, and the North American Industry Classification System (NAICS) code is 238160 with a small business size of $19 million. THIS NOTICE OF INTENT IS NOT A SOLICATION OR REQUEST FOR COMPETITIVE QUOTES/OFFERS. No solicitation page is available, but interested parties may identify their capability to respond to this requirement. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must include, at a minimum: (a) company name; (b) UEI; (c) point of contact information; and (d) capability, manufacturer authorizations, and installation specifics. The Department of Veterans Affairs will not be responsible for any costs incurred by interested parties in responding to this notice. All responses from responsible sources will be fully considered for determining whether competition is most advantageous for the Government. A determination not to compete is solely within the discretion of the Government. To be considered for review, all capability statements must be received no later than 5:00 PM CST on March 5th, 2025. Responses are to be submitted to Joseph Osborn, Contracting Officer, at joseph.osborn@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
