    Description

    This is a sources sought notice issued soley for market research to identify qualified small businesses, specifically SDVOSB/VOSB capable of providing and installing the brand name or equal to Edwards/EST-4 fire alarm system. No solicitations exists currently. This is NOT a request for quotes or proposals. 

    Intent

    The intent of this notice is to identify other potential sources for this product that can fully integrate potentially with an EST-3 system. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. Any responses or inquiries to this notice must demonstrate celar and convincing evidence that the fire alarm system shown will be advantageous to the government. To be considered, please submit a detailed technical data for the Government to conduct a comprehensive evaluation of the product to ensure compatability with the existing system. 

    Project Description

    The VA intends to replace the existing Edwards EST-3 fire alarm system with the newer Edwards EST-4 platform, including but not limited to: 

    - Fire Alarm Control panels

    - Annunciators

    - Programming, testing, and commissioning

    - Phased system shutdown and activation

    - Removal of legacy EST-3 

    - Hardware after EST-4 is operational

    - Ensuring continuous life safety system functionality

    - Compliance with NFPA 101 & 72 and other referenced sections, VA design guidelines, and local fire marshal requirements. 

    This requirement is associated with NAICS 238210 (Electrical Contractors and other wiring installation contractors)

    Information requested from interested vendors

    Businesses that believe they can provide the brand name or equal to Edwards EST-4 system and associated installation should submit:

    1. Company name, Address, UEI, and cage code

    2. Business size & socioeconomic status

    3. If the equal system is compatible with existing EST 3 devices that are known to connect to a new EST 4 system

    4. Past Performance installing EST 3 or EST  or related compatible systems within the last 5 years

    5. Capability Statement showing technical expertise with compatible Edwards Fire Alarm System

    6. Ability to perform work in a medical facility while maintaining active life safety systems.

    7. Contractors will be required to validate that the brand name or equal systems offered is fully compatible with the existing EST 3 system and that it will integrate seamlessly with the EST-4 system upgrades and Fireworks panel programming currently operating at the Portland VAMC, Portland OR location.
