    PRE-SOLICITATION NOTICE: The VA National Acquisition Center intends to issue a Request for Proposal (RFP) 36E79726R0015 for an unrestricted procurement for Melatonin Capsules/Tablets for the Department of Veterans Affairs (VA) (inclusive of Consolidated Mail Order Pharmacies (CMOPs) and Option 2 State Veterans Homes (SVH)), Department of Defense (DoD), Bureau of Prisons (BOP), Indian Health Service (IHS), and Federal Health Care Center (FHCC). VA will award one contract to the responsible offeror who will be able to provide an uninterrupted source of supply for the contracted items. The contract period will be for one year plus four pre-priced one-year option periods. The contract items will be distributed through the VA s and DoD s respective Pharmaceutical Prime Vendor (PPV) Programs. Offerors must state the exact name (name that appears on label) by which the drug will be supplied and have an NDC/UPC number that is unique to the offeror. The successful offeror/contractor's label with its unique NDC/UPC shall be the only label on the product. Contractors shall not affix their label over another label on the product. VA labels must be able to securely adhere over the successful offeror/contractor's label. All unit of use packaging identified in the Schedule of Supplies, (Line items 1, 2, and 3) shall contain a safety-cap capable of having the outer part of the cap deshelled and /or a convertible cap to produce a non-safety cap and a bottle with a minimum required size of 120cc volume. The safety cap must not exceed the diameter of the bottle. There must be a safety seal under the cap. The bottle must have a cylindrical body and minimum of 5.75 circumference. The bottle must fit a label with a dimension of 5.25 x 2 . The 0.5 additional space is required to keep the bar code exposed and/or allow for the display of the expiration date and lot number. Offerors shall provide one sample (one bottle with proposed label attached) for each line item (line items 1, 2 and 3). Samples will not be returned.Offerors shall provide a tracking number via email to Deborah.Fassl@va.gov and Nicholas.McGregor@va.gov as soon as its available. If samples are shipped directly from the manufacturer, please provide the name of the offeror with the samples. Samples will be used to evaluate compliance with the salient characteristics listed on pages 2 and 3 of the Schedule of Supplies of this RFP, the Scope of Contract of this RFP, and listed in Section E.8 of this RFP (52.212-2 Evaluation Commercial Products and Commercial Services). Samples will not be returned.. The samples must be received by the due date and time for receipt of offers. Samples that are received after the due date/time may result in that offer being rejected and receiving no further consideration. Only offers that submitted samples meeting all criteria specified in this solicitation will be eligible for award. The samples shall be delivered to the address specified in the Schedule of Supplies and in the Addendum to FAR 52.212-1 Instructions to Offerors of this RFP. Solicitation #36E79726R0015 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about March 2, 2026, with a tentative closing date of March 17, 2026. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted.
