The proposed sole source procurement will be made by an open market pricing agreement with Panhandle Nuclear RX LTD. Market research identified that Panhandle Nuclear RX LTD is the only nuclear pharmacy in the Amarillo, TX area. The nuclear pharmacy must be near the delivery location due to the limited shelf-life of the radiopharmaceutical items. The contractor must be licensed by the US Nuclear Regulatory Commission (USNRC), or a State with a formal agreement with the USNRC that allows the State to regulate radioactive materials. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within seven days from the publication of this notice, a contract or order will be issued to Panhandle Nuclear Rx LTD. without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
