The VA intends to solicit and negotiate with SC MEDICAL OVERSEAS INC, 810 Ford Dr, Norfolk, VA 23523. Per FAR 13.106-1(b)(1), only one source is capable of providing the supplies or services required because of the highly specialized nature of this AIO 3.0 Base Plate to support equipment at the Cleveland VAMC. SC MEDICAL OVERSEAS INC. is the OEM for the AIO 3.0 Baseplate and holds proprietary rights to this system. This technology is essential for enhancing safety and accuracy. SC MEDICAL OVERSEAS INC is the sole manufacturer of the AIO 3.0 Base Plate. There are no other brand name options that will be interoperable or compatible with the existing system. Third party vendors do not have access to OEM parts. The Government believes that only this business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106-1(b)), Soliciting from a single source. Other persons may identify their interest and capability to respond to this requirement by 15SEP25 at 1700 HRS EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
