    NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA) hereby provides notice of its intent to award a sole-source, firm-fixed-price contract to Olympus America Inc. for an upgrade to an existing Olympus bronchoscopic system currently in use by the Government. The Bronchoscopes are manufactured in Japan a TAA-designated country. The Buy American Act is not applicable to this procurement. Olympus America Inc. is the Original Equipment Manufacturer (OEM) and has confirmed that they do not have any authorized distributors. All sales, upgrades, and replacements for this system must be provided directly by Olympus. Therefore, this represents a sole source requirement under FAR 6.302 1 (Only One Responsible Source). The Contracting Officer does not wish to receive phone calls regarding this requirement. Interested parties may identify their interest and capability to respond only via email. Responses must be submitted by email to Marcus.Lewis2@va.gov no later than March 12, 2026, 10:00 am. Any responses received will be evaluated solely to determine whether to conduct competitive procurement. This is not a request for competitive proposals and a solicitation will not be issued. However, all information received by the response deadline will be considered by the Government. STATEMENT OF NEED GENERAL: The Bronchoscopy Section Pulmonary Department of Medicine Services at James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, Florida 33612, has a requirement for replacement Olympus BF-UC190-A ultrasound bronchoscopes. BACKGROUND: The Bronchoscopy Section Pulmonary Department of Medicine Services at James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, Florida 33612, has a requirement for replacement Olympus BF-UC190-A ultrasound bronchoscopes. The currently used BF-UC180F ultrasound bronchoscopes are at end-of-life, and Olympus is coming to an end to their support of this model. PURPOSE: These scopes are used in the Bronchoscopy procedure rooms to provide video imaging during bronchoscopy procedures. SCOPE: James A. Haley VA Hospital is requesting contractors provide brand name only equipment that meets the physical, functional and performance of the listed salient characteristics in this section. The equipment features are essential to the technical requirements to meet the needs of the government. SALIENT CHARACTERISTICS: Must be compatible with current video processing system (Olympus) used in all suites Must be able to be cleaned and reprocessed using the current equipment owned by SPS Provides enhanced access and control to allow staging and diagnosis of even difficult-to-reach lymph nodes and lesions. Real-time ultrasound imaging enables direct visualization of the ViziShot 2 EBUS-TBNA needle as it penetrates the lymph node. This facilitates correct capsule-to-capsule technique, which helps to optimize sample collection, and provides clearer procedural views: an integrated water jet channel helps maintain clear views during procedures The uniquely designed compact distal tip of the BF-UC190F and increased scope angulation enhances maneuverability with better access to difficult-to-reach lymph node stations in the mediastinum (4L) and in the hilum (10R). A decreased forward oblique angle of 20° facilitates easier endoscopic orientation and allows the operator to keep the endoscopic image in full field of view while navigating the airways during a procedure. Dual Focus allows the user to select between two focus settings. A steeper needle puncture angle provides a more perpendicular needle orientation toward the target allowing for smoother target penetration between cartilage rings and other critical vessels. An improved endoscopic image with higher resolution provides better visualization in the airway to accurately identify anatomy landmarks and detect abnormalities. Wider/Increased Viewable Angle: Wider the field of view to attain an increase viewable distance. The power of the EVIS EXERA III platform expands across the hospital to enable equipment standardization and simplified support and service, with the ultimate goal of lowering the total cost of equipment. The BF-UC190F has a working channel of 2.2 mm that is compatible with a full line-up of Olympus EBUS-TBNA needles which are designed to deliver outstanding performance while minimizing channel damage, thereby potentially reducing repair costs and extending endoscope life. TRADE: Trade-in value will be provided in for Olympus BF-UC180F ultrasound bronchoscopes currently on hand. Serial Numbers as follows: 7621602; 7621606; 7621611; 7621612. SOFTWARE: Compatibility with EndoSoft/ProvationMD softwares, and CPRS/Vista. TRAINING: Government will not require additional training. WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. Government does not accept extended warranty, which requires advance payment. DELIVERY SCHEDULE: All items to be delivered and installed within 30 days of receipt of purchase order, and no later than 4/30/2026. PLACE OF Delivery: James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd. Bldg 1, Tampa, Florida 33612, between 8:00AM to 4:30PM. Delivery during the Holiday will not be accepted.
