The Department of Veterans Affairs, Network Contracting Office (NCO) 10, 24 Frank Lloyd Wright Dr., Suite M2200, Ann Arbor MI, 48105 in support VA Northern Indiana Healthcare System (NIHCS) 1700 East 38th Street Marion IN 46953 has a requirement for a Reusable Medical Device (RMD) Laser Etcher System (that is compatible with the NIHCS Censitrac tracking system), installation and training. The laser etcher will be part of a comprehensive surgical instrument marking and identification service. It uses laser etching to permanently mark surgical instruments, implants, and other reusable medical devices so they can be tracked to the instrument level through the Censitrac surgical asset management solution. the instrument level through the Censitrac surgical asset management solution. The etcher must meet the following requirements: Ability to etch alpha-numeric, data matrix, UPC labels and imported images Able to identify all the different types of metallic, plastic, and composite materials that Reusable Medical Devices (RMD) are comprised of and has a varying degree of flexibility to be able to be able to etch onto the different platforms. Functionality to create barcodes, data matrix codes, and alpha-numeric characters, all of which are needed to identify the RMD to the Censitrac Tracking Platform. Have professional teams to provide on-site training and the customer solutions aspect with the current NIHCS Censitrac tracking system. Dedicated team that will work ensure the laser unit is setup, then they will schedule the onsite training for a week that works best for the customer. Etcher is approved by the Manufacturer, Monode Marking Products, Inc., for 100% compatibility with the Censitrac software used at the VA Northern Indianapolis Healthcare Center via an authorized letter from Monode Marking Products, Inc. Safety features that restrict access during etching Removes fumes and filters air after etching Locking hood that only allows activity if completely closed Safety window for viewing laser etching Protective Housing Redundant Safety interlocks Emergency Stop Can accommodate possible future updates along with any NIHCS Censitrac tracking system updates. Contains data from working with over 450 hospitals and medical centers. Has a long history of support and data to match instruments to NIHCS RMD systems. The knowledge of the current NIHCS RMD Censitrac tracking system and the VA RMD systems. Has ECM markings will last the life of the instruments and will not interfere or degrade the instrument to produce pitting or rusting. Creates unique marking for every type of instrument and surfaces. Able to provide readable RMD markings easily processed by the Censitrac foundational system. Marking field of 100mm X 100mm, max part size of 12 W X 18 L X 9 H. Able to Mark materials including titanium, anodized titanium, aluminum, stainless steel, plastics, Z-Axis Motorized and Z-Axis Base. Scalable and able to adapt to different types of etchings and increase the data as needed on each instrument. Programable to commission instruments, recognize substitutes and able to disfurnish items that have several names for the same item. Capable to perform Electro Chemical Markings (ECM), Laser Markings and Mechanical Markings. Have sequence numbers embedded in the 2D matrix laser marks that are compatible with the CensiTrac software. Compatibility to the VA legacy IT platforms.  (new programs introduced to the VA must be approved through Federal Information technology Acquisition Reform Act (FITARA). Ease of use programing to maximize time etching and not waiting to etch. Limiting down time between etches. Simple and easy to use. Large marking area that can accommodate most RMD. A completed SF1447 is not required. Authorized Distribution Letter from the Manufacturer, Monode Marking Products, Inc. verifying the laser etcher will be compatible to use with the Censitrac software used at the Northern Indianapolis VA Medical Center. Completed and signed 52.225-2 BUY AMERICAN CERTIFICATE The award will be made to the response most advantageous to the Government using Lowest Price Technically Acceptable evaluation.
