That is why it is left blank. 3. Included accessories: For an "or-equal" chair that includes the footrest, stair-tread track, wall bracket, and cover as standard equipment, is pricing CLINs 0002 0005 at "$0.00 / included" considered responsive? Yes, but I recommend indicating included with CLIN 0001 . 4. "Or-equal" evaluation: Will the salient characteristics be evaluated on functional equivalence achieving the same operational outcome and patient/operator safety or on a literal, feature-for-feature match?
