    Description

    This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled ‘Energy Center Water Heater Replacement, Project 655-23-201’ to be accomplished at the Ann Arbor VA Medical Center, MI.  A solicitation is planned to be issued on or about May 7, 2025.

    The project’s general scope of work is to furnish all tools, equipment, material, permits, labor, supervision, and all other necessary resources to accomplish the following work:

    Contractor to replace the existing domestic hot water generating system that serves Building 1 and Building 22.  The existing system consists of a shell and tube heat exchanger that utilizes heating hot water, three gas-fired backup water heaters, three domestic hot water circulating pumps, two heating hot water circulating pumps, a storage tank, and an expansion tank which are located on the 1st floor of the Energy Center.  The new domestic hot water generating system will consist of three plate and frame heat exchangers utilizing the heating hot water, two domestic hot water circulating pumps, two heating hot water circulating pumps, a new storage tank, and a new expansion tank to be placed in the space of the existing system.  The new equipment shall be integrated with JCI Metasys which is the existing facility Building Management System (BMS).
