This is not a solicitation. This is a notification of an intent to award a sole source procurement under NAICS code 334516. The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado will solicit and award a purchase order to Gamry Instruments, Inc. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of the manufacturer-backed warranty and technical support as well as the instrument sensitivity allowing for the market’s best accuracy measurement of EIS on high impedance protective coatings due to their ability to measure very low currents. Specific characteristics of the Gamry Instruments Reference 620 potentiostats that limit the availability to a sole source are the instrument performance specifications, staff training, and accessories already in house. Additional details regarding the specific characteristics can be found in the Statement of Work attached.


The statutory authority for other than full and open competition is pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Savanna Manning at smanning@usbr.gov within fifteen (15) days of this notice. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since this notice is not a request for proposal.
