    Notice of Intent to Sole Source to AddGlobe, LLC for a Gas Flow Meter (GFM) High Flow Sampler 3.0.

    In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to AddGlobe, LLC for a Gas Flow Meter (GFM) High Flow Sampler 3.0. This equipment will enhance NETLs hydrocarbon leak identification and quantification research program. This instrument will be used at a variety of oil and gas infrastructure sites across the United States.
    The AddGlobe, LLC is the only capable vendor to provide the GFM that meets NETLs technical specifications. The technical specifications include a unit that has a nondispersive infrared sensor, leak measurement accuracy of <+-5%, battery run time of at least 8 hours for field work, lightweight (<5kg), and has Bluetooth communication with external peripherals. This is considered a sole source to AddGlobe, LLC because, to the best of the NETL’s knowledge, based on market research conducted, AddGlobe is the only known source that can provide the equipment with the required technical specifications. No known potential alternate sources exist which could satisfy NETL's requirement.
    This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on June 4, 2025. Responses must be submitted in writing to the Contract Specialist, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

    A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
