This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR Subpart 13.5 Simplified Acquisition Procedures for Certain Commercial Products and Commercial Services.

This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-25-Q-S082. The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued under Other than Full and Open Competition as a Brand Name Sole Source. NAICS Code 333618 Other Engine Equipment Manufacturing is applicable and business size is 1500 employees. The solicitation will start on the date this solicitation is posted and will end on 20 SEPT 2025 9:00 AM Pacific Standard Time.

It is the contractor’s responsibility to be familiar with the applicable clauses and provisions.

Contractors must ensure that all applicable Representations and Certifications are completed within their profile in the System for Award Management (SAM) at http://www.sam.gov to be considered for this solicitation.

Requirements

This is a Brand Name Sole Source acquisition. This requirement is in support of Commander Navy Region Southwest (CNRSW) Port Operations. All interested companies shall provide a quotation for the requirement below:

NRSW Port Operations needs to procure OEM Yamaha and Mercury engines, lower units, and propellers for the CNRSW Port Operations Regional Small Boat Facility that have surpassed their service life. Refer to the RFQ and statement of work for full detail.

Delivery: FOB Destination. Delivery required 90 days ARO.  Actual delivery date must be coordinated with Customer.

Inspection and acceptance: At Destination by the Government.

Contract Type: Order/ Contract resulting from this solicitation will be Firm Fixed Price (FFP).

Payment Method: Wide Area Work Flow (WAWF)

ADDITIONAL

Vendor shall be an authorized reseller/ partner of Yamaha and Mercury. The vendor shall have the certification/ specialization level required by Yamaha and Mercury to support both the product sale and product pricing, in accordance with applicable Yamaha and Mercury certification/ specialization requirements. Unless otherwise specified, vendor shall warrant that the products are new and original in box. The vendor confirms to have sourced all Yamaha and Mercury. Products submitted in this offer from Yamaha and Mercury are authorized channels only, in accordance with all applicable laws and current Yamaha and Mercury applicable policies at the time of purchase. The Government intends to verify that the Offeror is a Yamaha and Mercury authorized partner. Offers submitted from other than Yamha and Mercury authorized partners will not be considered.
