    Subject: Notice of Intent to Sole Source Procurement of Axioscan 7 Description: The Department of Veterans Affairs intends to award a sole source contract to Carl Zeiss for the procurement of an Axioscan 7 digital slide scanner. This procurement is being conducted in accordance with FAR 13.106-1(b) Soliciting from a single source. Justification for Sole Source: Comprehensive research was conducted comparing several brands of digital slide scanners to determine the most appropriate solution for our department s needs. The evaluation criteria included quality of imaging, ease of use, integration with existing systems, and overall cost-effectiveness. Following this extensive comparison, it was concluded that the Axioscan 7 by Carl Zeiss Microscopy GmbH offers the best solution for the following reasons: Superior image quality and accuracy. Compatibility with current department software and hardware infrastructure. Enhanced digital pathology workflow efficiency. Proven reliability and robust support services. Furthermore, after direct communication with the Original Equipment Manufacturer (OEM) Carl Zeiss Microscopy GmbH, it has been confirmed that Carl Zeiss is the only authorized distributor for the Axioscan 7. Due to the unique capabilities and critical functionality offered by the Axioscan 7, it is imperative that the department secures this specific brand to meet its operational requirements effectively. Consequently, pursuing an open competition would not be in the best interest of the department as no other product meets our stringent specifications. Conclusion: Based on the findings of our thorough market research and the unique advantages provided by the Axioscan 7, we have determined the requested brand is the only viable solution for our department s needs. As Carl Zeiss is the original equipment manufacturer and the sole authorized distributor, this procurement action will be executed under the sole source authority. Any inquiries or responses to this intent to sole source should be directed to the Contracting Officer no later than 8/13/2025 via email only. Haley Veterans' Medical Center in Tampa, FL requires the ZEISS Axioscan 7 Slide Scanner to replace an outdated model and enhance research capabilities. Background: The current Axioscan Z1 slide scanner, purchased 10 years ago, is experiencing mechanical issues and is inadequate for producing high-quality images needed for research publications and grant submissions. Unlike the Z1, the Axioscan 7 offers enhanced fluorescence imaging, higher scan speed, and better spectral separation, essential for advanced research. Equipment Advantages: The ZEISS Axioscan 7 significantly improves digitized slide production speed and quality. Key features include: 24/7 operation with automated scanning Motorized condenser, powerful illumination, and sensitive cameras Advanced software for processing large datasets Quick switching between fluorescence, brightfield, and polarization modes Rapid and gentle imaging with high contrast flexibility Efficient separation of fluorescence channels for multispectral applications Scope: The contractor shall provide all necessary resources, including labor, materials/parts, tools, equipment, and transportation to deliver and install the ZEISS Axioscan 7 Slide Scanner at the VA Research laboratory, 3802 Spectrum BLVD, Suite #300, Tampa, FL 33612. The contractor will ensure that the equipment is fully operational upon installation and provide training to relevant personnel on its use.
