    NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to issue sole-source firm-fixed priced award contract, to Franklin Young International, INC, 1042 N. Mountain Ave #310, Upland, California, 91786. A sole source procurement will be issued to Franklin Young International as they are the vendor capable of fully performing the delivery, installation and training and due to the specialized equipment, all work for the duration of the contract shall be performed by authroized Franklin Young International. This award requires the contractor to provide the IVIS Spectrum CT 2 Imaging System (Item # CLS158797), the high throughput kit (Item # CLS148874), the rodent anesthesia systems (Item # CLS146797), field training (Item # 12284), installation and extended warranty for the procured items at TVHS VA Medical Center, located in Nashville, TN. The IVIS Spectrum CT 2 Imaging System with associated equipment is used for VA related research. FAR 13.106(b)1: Soliciting from a Single Source and FAR 13.501(a) The contract is expected to be awarded under FAR 13.106-3 and FAR 13.5. Period of Performance: 09/30/2025-09/29/2026 NACIS: 334516, Analytical Laboratory Instrument Manufacturing PSC: 6515 Medical Equipment and Accessories and Supplies Size Standard: 1,000 employees SCOPE OF WORK: The Contractor shall provide deliver and install IVIS Spectrum CT2 Imaging System and associated equipment to ensure proper working conditions based upon the following characteristics: The imaging system is an integrated platform that combines spectral unmixing and 2D and 3D quantitative bioluminescence & fluorescence imaging with fast, low dose microCT imaging2. It includes ten excitation and 18 emission filters for spectral scanning of reporters over the range from 480-850 nm1. The system can simultaneously image up to 10 mice and provides anatomical context through integrated CT3. It is used for noninvasive visualization and tracking of cellular and genetic activity within a living organism in real time4. The imaging system offers bioluminescent, Cerenkov, and fluorescent imaging for true quantitative and calibrated analysis of optical data5. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before August 27, 2025, 1:00pm CST to John.McComas@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C24925Q0446 in the subject line. All documents submitted will not be returned.
