This is a Special Notice to advise that the Government intends to solicit a sole source firm-fixed price, contract for Proficiency Testing Supplies to The College of American Pathologists (CAP), 325 Waukegan Road, Northfield, Illinois 60093. This acquisition is for the VA Texas Valley Coastal Bend Healthcare System at 2601 Veterans Drive, Harlingen, TX 78550-8942. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one source will meet the Government s needs. This notice satisfies the requirement at FAR 5.201(b)(1), requiring publication of the proposed contract action. This notice is not a request for competitive quotes. However, IAW FAR 5.207(c)(16)(ii) any business that believes it can provide Proficiency Testing Supplies may submit a capabilities statement or quotation which shall be considered by the agency, by providing written notice to kathryn.prose@va.gov by 08/21/2025. Telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Interested parties must be on the Centers for Medicare and Medicaid Services (CMS), approved agency list for Proficiency Testing (PT) programs. This procurement includes Clinical Laboratory Improvement Amendments (CLIA) 88-approved proficiency testing and linearity materials, that are in compliance with the Veterans Health Administration (VHA) Handbook 1106.01, 42 CFR 493 Subpart H & K requirements, CAP accreditation standards, and The Joint Commission (TJC) standards.
